Type of Business: Council Business <br />Administrator Review: {.. <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Thomas Kinney, Chief of Police <br />Item Title/Subject: Resolution 8076 Approving Purchase of Three Police Squad <br />Cars and Equipment Setups for 2013 <br />Introduction: <br />The police department has a total budgeted amount of $87,000 for the purchase and <br />setup of three replacement police squad vehicles. This item was part of the city council <br />approved 2013 budget. The department has been on an approximate five year marked <br />squad replacement cycle. The current fleet consists of: <br />• one 2006 Ford designated for the PSO <br />• three 2008 Ford models designated for patrol use <br />• one 2009 Ford, patrol use <br />• one 2011 Ford, K-9 use <br />• one 2011 Chev Tahoe, sergeant use. <br />• one 2013 Ford Interceptor, patrol use <br />• three unmarked Chev Impalas (2002, 2006 and 2007 models), <br />admin/investigative use. <br />The unmarked vehicles used for administrative and investigative purposes have been <br />on longer replacement cycles of approximately eight years. <br />Discussion: <br />During the past year, the maintenance and repair costs have been increasing for many <br />of the squad cars. In particular, the 2006 PSO vehicle has significant paint peeling and <br />loss where the entire vehicle will require a complete paint treatment. Another 2008 <br />squad has significantly high engine hours and frequent repairs. The designation of a <br />squad car for K-9 use last year has occasionally created a strain finding available squad <br />cars for patrol use. During the instances when a vehicle is down for service, required for <br />court attendance, training or required for special traffic saturation events, marked squad <br />cars have not always been available. Due to this demand, it has become apparent that <br />another marked squad vehicle is necessary. This request is for an additional marked <br />squad car which would increase the number of police squad vehicles for patrol use to a <br />total of eight. <br />Fully equipping an additional vehicle for marked squad use does require the acquisition <br />of an additional license for mobile computer usage through the existing services <br />provided by St Paul PD. This additional license would cost approximately $1500 each <br />year. If approved the revised fleet of police vehicles would consist of: <br />
