• One 2008 Ford Crown Vic for PSO
• One 2008 Ford Crown Vic for Patrol
• One 2009 Ford Crown Vic for Patrol
• One 2011 Ford Crown Vic for K-9
• One 2011 Chev Tahoe for Patrol Sergeant
• Four 2013 Ford Interceptor Sedans for Patrol
• Three unmarked Chev Impalas (2002, 2006, 2007) for Admin/Investigator use.
This proposal would increase the total number of police vehicles to twelve, with the
planned sale of two of the older marked vehicles at the State Surplus Services auction.
If it was preferred to keep the total fleet size at eleven, three of the older vehicles could
be sold at auction. The replacement of these aging vehicles with new police squad cars
is essential in maintaining the efficiency and reliability of the fleet of vehicles.
The current state contract for Ford squad vehicles has been awarded to Nelson Auto
Center in Fergus Falls. The current police squad vehicle available is the newly designed
Ford Police All Wheel Drive Interceptor Sedan selling for $23,837. This Interceptor
model is the new design being offered for law enforcement after the discontinued
Crown Victoria model. While the total purchase price for three of the Interceptor models
exceeds the original budgeted amount of $23,000 per vehicle by approximately $2500,
the estimated setup costs will not exceed the $6000 amount budgeted. Thus, the
overall cost for both the vehicle purchase and setup, should still come in at or below the
total $87,000 budgeted for three vehicles. There are funds budgeted separately for the
purchase of emergency light bar equipment, totaling $2300.
In a comparison with Chevrolet, the Caprice Police Sedan is selling for $25,985.00. This
vehicle is a rear drive model that offers a center mounted shifter, making equipment
installation a challenge to fit properly. In order to maintain uniformity and consistency
throughout the police fleet, it is preferred to remain with the selection of the Ford
Interceptor.
Recommendation:
Staff recommends authorizing the purchase of three 2013 Ford Police Interceptor
Police Sedans and setup costs along with the sale of two older squad cars through the
Admin Minnesota State Surplus Services Auction.
Respectfully Submitted,
Thomas Kinney
Chief of Police `
