Introduction <br />While the departments of Administration and Community Development are two separate <br />division within the City's departmental hierarchy and organizational structure, oversight <br />is provided by the City Administrator with the Assistant City Administrator serving as <br />the direct supervisor within Administration. The general services provided in each <br />department are summarized below: <br />Administration <br />Human Resources <br />Business Licensing <br />Cable TV <br />Economic Development <br />Communications <br />Reception <br />Elections <br />Recycling <br />Community Development <br />Permit Issuance <br />Building Inspection <br />Planning <br />Fire Marshal <br />Housing Inspection <br />Code Enforcement <br />Contractor Licensing <br />Zoning Compliance <br />The present staffing of the two departments has been in place since 2011 at which point <br />the City eliminated the position of the Community Development Director and shifted <br />economic development activity back to Administration. It is not known whether the <br />existing structure will persist into the future, but it would not be unrealistic to think <br />additional changes may be necessary depending upon the growth of the economy <br />generally and development activity in the City specifically. <br />Staffing within the departments has been stable for many years although one change <br />occurred in 2012 which involved the restructuring of the Housing & Code Enforcement <br />Inspector's position. The City's longtime Building Official & Fire Marshal took a job <br />with a state agency so the fire marshal duties were shifted to the Housing & Code <br />Enforcement Inspector, who was already qualified to assume such duties. During the <br />time that the building official position was vacant, a part time inspector was brought in on <br />a temporary basis with the City of New Brighton serving in the role of certified building <br />official. A new building official was hired in August returning the departments to full <br />staffing. <br />The information that follows, prepared with the assistance of members of both <br />departments, is presented for Council consideration and general consumption of the <br />residents of Mounds View. <br />Page 1 <br />
