City Council Activity <br />The City Council met in work, regular and closed session 36 times during the year, not <br />counting the Council retreat held on February 16, the annual Town Hall Meeting on April <br />16 and the Urban Land Institute workshop held on June 14. The City Council conducts a <br />variety of administrative and ministerial activity throughout the year. In 2012, the <br />Council approved 159 resolutions and adopted six ordinances. One might ask what the <br />difference is between a resolution and an ordinance—the most basic explanation is that a <br />resolution is an act of administrative approval or denial while an ordinance speaks to <br />matters more legislative in nature, such as amendments to the City Code, amendments to <br />the Zoning Map or amendments to the City Charter. The following are a few of the more <br />notable authorizations: <br />Feb 13: Approved construction contract with Keys Well Drilling for Well Nos. 3 & 5 <br />Rehabilitation Project <br />Feb 27: Adopted ordinance to allow outdoor vending kiosks at retail and restaurant <br />businesses <br />Feb 27: Adopted ordinance creating a chapter of City Code regulating illicit discharge and <br />connections to storm drainage system <br />Mar 12: Awarded contract to Rosenquist Const, Inc. for 2012 reroofing of Community <br />Center and Water Treatment Plant No. 1 <br />Mar 12: Awarded contract to Odland Protective Coatings, Inc. for 2012 Water Tower <br />Reconditioning Project <br />Mar 12: Approved labor agreement with the Public Works employees thru Dec 2013 <br />Mar 26: Adopted ordinance amending Zoning Code regarding access to detached parking <br />areas <br />Mar 26: Approved labor agreements with both LELS bargaining groups effective Jan 2011 <br />through Dec 2013 <br />Apr 9: Adopted ordinance amending City Code Chapters 514 and 1106 to allow massage <br />therapy as a home occupation <br />Apr 9: Awarded construction contract to Northwest Asphalt, Inc. for 2012 Street and <br />Utility Improvement Project — Area E <br />Apr 23: Adopted ordinance to amend Chapter 605 of the City Code to include Emerald Ash <br />Borer as a regulated tree pest <br />May 14: Approved Implementation of "Citizen Mobile Access" Code Enforcement Manager <br />Software <br />May 29: Adoption of ordinance amending City Code regarding Dynamic Display Signs <br />Jul 23: Approved the hire of Steven Thorp as Building Official <br />Aug 27: Adopted ordinances implementing franchise fees on CenterPoint Energy and Xcel <br />Energy <br />Oct 8: Approved modification to TIF Plan to identify potential properties for acquisition <br />Nov 13: Approved four-year contract with Ramsey County for election services <br />Dec 3: Council held Truth in Taxation hearing <br />Consistent with past practice, the City Council canceled their second meeting in <br />December due to conflict with holidays and the lack of actionable council business. <br />Page 2 <br />
