Other Administrative Functions <br />Recycling <br />The Spring and Fall Clean-up events were held in May and October in 2012. As usual, many <br />residents took advantage of both events and dropped off lots of unwanted junk, debris, <br />appliances, etc. The Spring event was much busier than the Fall event, which is also quite <br />typical. The 2013 Spring Clean-up is scheduled for Saturday, May 4, 2013. The City receives <br />grant dollars from the State of Minnesota administered by Ramsey County. Recycling <br />Coordinator Mary Springer and I have met with staff from Ramsey County to assess the City's <br />recycling efforts and to determine areas in which improvements can be made. <br />Election 2012 <br />The City approved a one-year contract with Ramsey County for election services for 2012. The <br />cost of this agreement was $36,500, for which the County would handle all facets of the primary <br />and general election process with the general exception that the City would still need to deal with <br />absentee ballots. On November 13, 2012, citing a generally positive experience in 2012, the City <br />Council approved a four-year contract with Ramsey County for election services through 2016. <br />While the County is now responsible for elections, the City still identifies a person as the local <br />contact for dealing with election issues, which continues to be Assistant Administrator Desaree <br />Crane. <br />RCLLG <br />Your administrator serves the Treasurer for the Ramsey County League of Local Governments, a <br />collaborative organization representing cities, school districts and townships within Ramsey <br />County, including Ramsey County, Met Council, Metro Cities and the Ramsey Conservation <br />District. The mission of the RCLLG is to "Foster cooperation among Ramsey County units of <br />Government, thereby increasing the effectiveness and efficiency of public service delivery." The <br />RCLLG meets four to six times a year. Council Member Mueller is presently the City's <br />representative on the RCLLG Board, and through this association was appointed to serve on the <br />County's Dispatch Policy Committee. <br />YMCA Advisory Committee <br />The YMCA Advisory Committee is comprised of the YMCA management staff at the Mounds <br />View Community Center as well as City management staff including the City Administrator, <br />Finance Director, Public Works Director and Parks Supervisor. A member from the Parks, <br />Recreation and Forestry Commission attends as does a Council Member and community member <br />at large. The bi-monthly meetings allow City staff to coordinate updates, upgrades and <br />maintenance activities with the YMCA/MVCC staff and to periodically assess programs and <br />other activities occurring within the facility. In 2012, much maintenance and repair activity <br />occurred within the facility, the primary focus being on improving the HVAC system to <br />eliminate the humidity fluctuations. A system retrocommissioning study was conducted which <br />will provide some direction to improve the overall function of the facility. The following <br />improvements were done in 2012: Reroofing of entire building, HVAC duct cleaning and <br />decontamination, ceiling tile replacement in event center, refurbished wood floor in event center, <br />400 new chairs purchased for event center, new tables for event center and new whiteboards <br />installed in the three conference rooms. <br />Page 11 <br />
