Mounds View City Council August 26, 2013 <br />Regular Meeting Page 4 <br />i Council Member Gurm stated one of the problems was that the applicant was using the CVS <br />2 drive through as an access to his property, which was a safety concern. She asked how far back <br />3 the site would be paved as a parking lot given the fact the property had a holding pond. She was in favor of allowing for <br />an extension on the conditional use permit as this would contribute to this business' further <br />success in the community. <br />Mayor Flaherty agreed, stating the applicant has been hying to work things out with CVS. He <br />recommended the Council speak with the applicant, Mr. Soussi to learn more about the situation. <br />MOTION/SECOND: Flaherty/Mueller. To take no action on the Resolutions before the Council <br />this evening and defer action until the Mr. Soussi was able to address the Council. <br />Ayes — 5 Nays — 0 Motion carried. <br />C. Second Reading and Adoption of Ordinance 880, an Ordinance Relating to <br />the Licensing and Regulation of Donation Collections Bins. <br />City Administrator Ericson explained the First Reading for Ordinance 880 was held on July 22, <br />2013. He reviewed the proposed language changes to the Ordinance based on the Council's <br />recommendations. He requested the Council approve the Second Reading this evening and adopt <br />the Ordinance relating to the licensing and regulation of donation collection bins. <br />Mayor Flaherty thanked staff for addressing his concerns by revising the language in the <br />Ordinance. <br />Council Member Meehlhause supported giving the collection bins a try in the City of Mounds <br />View. He was pleased that the bins would not be seen from County Highway 10 corridor. <br />MOTION/SECOND: Mueller/Gunn. To Approve and Waive the Second Reading and Adopt <br />Ordinance 880, an Ordinance Relating to the Licensing and Regulation of Donation Collections <br />Bins. <br />ROLL CALL: Gunn/Hull/Meehlhause/Mueller/Flaherty. <br />Ayes — 4 Nays — 1 (Hull) Motion carried. <br />I. Resolution 8145, Authorizing HVAC Improvements for the Event Center at <br />the Community Center. <br />Public Works Director DeBar explained that the Community Center was built 24 years ago in <br />three phases and several construction issues have occurred related to the HVAC system.
