MOU-NDS VtE-W <br />City of Mounds View Staff R <br />Item No: 9D <br />Meeting Date: November 27, 2017 <br />Type of Business: Council Business <br />Administrator Review: -4-1 <br />1_ <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works <br />Item Title/Subject: Resolution 8855, Accepting Improvements and Approve Final <br />Payment for Silver View Park Trail Rehabilitation <br />Discussion: <br />Silver View Park trail in the early 1980s was a wood chip trail and converted to an asphalt pavement <br />trail in 1993. Since then, the trail failed due to the high organics content in the underlying soils, which <br />reduced support for the trail, inferior original pavement design, erosion caused by stormwater, and <br />the equipment used to maintain the trail. <br />In September 2014, American Engineering Testing, Inc. (AET) performed a geotechnical and <br />pavement evaluation and recommended a pavement section of 6 inches of aggregate base with <br />3 inches of asphalt. In areas where organics were encountered spot soil correction involving a <br />combination of granular materials, thicker aggregate base, and geotextile fabric was recommended. <br />City Council has taken the following steps in completing this project: <br />• December 8, 2014, Approve Resolution 8348 Authorizing Professional Engineering Design <br />Services and Preparation of Bidding Documents for Silver View Park Trail Rehabilitation. <br />This resolution authorized Bolton and Menk, Inc. to provide professional services for the <br />project. <br />• February 23, 2015 City Council authorized Staff to continue moving project forward after <br />the Engineers estimate of $313.000 for the project was higher than the 2015 budget. Line <br />items in the budget will be used to cover the difference. <br />• April 13, 2015, Approve Resolution 8396 Approving Bid Documents and Authorizing <br />Advertisement for Bids for Silver View Park Trail Rehabilitation. <br />• May 26, 2015, Approve Resolution 8422 Authorizing a Budget Adjustment, Approving the <br />Bids and, Authorizing a Construction Contract with Northwest Asphalt for the Silver View <br />Park Trail Rehabilitation. <br />Northwest Asphalt, Inc. submitted the lowest responsible bid and was awarded the construction <br />contract for the Project. The project was delayed one (1) year due to easement negotiations, <br />therefore Northwest Asphalt performed rehabilitation of the trail in the summer of 2016, and the <br />project was substantially complete in the fall of 2016. Northwest Asphalt has also completed the <br />project punch list and submitted all required project documentation. <br />The City has been withholding 5% of the value of completed work, pending completion of the punch <br />list, verification of all the quantities, and providing all closeout documents. The following table <br />provides a summary of the total project cost. <br />
