Page 2 <br />We received a good response to the survey, particularly as a result of your efforts to contact your colleagues and <br />request their assistance. We thank you for this assistance. <br />As you know, this project ran into some complications due to errors in data reporting by the survey recipients to our <br />survey and on the League database and some data entry errors where longevity was inadvertently included with the <br />base salaries of some law enforcement job classes. We regret those problems and appreciate your patience as we <br />have addressed the problems. <br />Even with the additional data review, we have not received confirmation from every entity about the data supplied. <br />For the most part, we have listed data reported in the League of Minnesota Cities salary database or data the City <br />obtained as preparation for collective bargaining. The accompanying information presents the data used to update <br />the pay plan and the proposed pay scale. All data reflect base pay rates; longevity is not included. <br />The data sheet lists the position and the Hay points assigned to it. We are not recommending any revisions to the <br />job descriptions or to the Hay points. The data sheet also lists the City's existing maximum pay rate for each position <br />along with the maximum pay rates determined by the salary survey. We have also calculated a predicted pay rate, <br />which is the line of best ft, and included that rate for each position on the data sheet. <br />The pay scale is calculated based on the maximum market salary rate identified in the recent survey. If the position's <br />current maximum rate of pay is more than the maximum market salary rate, the pay scale is based on the current pay <br />rate to ensure that employees do not receive a reduction in pay. For positions without adequate market salary data, <br />the pay scale is determined based on the predicted pay or the current maximum rate for the position, whichever is <br />higher, ensuring that employees do not receive a reduction in pay. <br />The pay scale shows the pay range for each position. The pay range for each position is based on the maximum <br />rate, using the process outlined above. For each pay range, 100% reflects the maximum salary rate. Steps are also <br />calculated at 80%, 82,5%, 85%, 90% and 95% unless otherwise stipulated in a collective bargaining agreement. <br />
