of Mounds View Staff Item No: 8D Meeting Date: December 9, 2013 Type of Business: Consent Agenda Administrator Review: To: Honorable Mayor and City Council From: Thomas Kinney, Chief of Police Item Title/Subject: Computer Aided Dispatch (CAD) and Mobile Data Agreement with Ramsey County Background: Computer Aided Dispatch or CAD as it is commonly referred to is a combination of the hardware, software and services the Ramsey County Communications Center utilizes to provide dispatching and communications service to individual cities within Ramsey County, which does include the City of Mounds View. The existing CAD system has become outdated and unable to provide the growing technological needs of Ramsey County and required services for all participating agencies. Therefore, Ramsey County has selected a vendor, TriTech Systems, to provide a new CAD system to be implemented in 2015. As a result, the CAD and Mobile Data agreement is being submitted for the approval of all participating Ramsey County cities. The costs of the CAD system are currently incorporated into the fee provided to each city for the overall dispatching services. This fee for the upcoming 2014 year is set at $100,915.33. This is a budgeted item for 2014. The fee is based on a cities number of calls for service initiated by a 9-1-1 call. In addition, the overall expense for the dispatch services as well as the CAD costs is allocated using a 60/40 cost split, with 60% coming from St Paul and the remaining 40% split among the agencies in Ramsey County. Recommendation: Staff recommends approval of the CAD and Mobile Data Agreement with Ramsey County for the term of January 1, 2014 until December 31, 2016 and automatically renewing for 1 year periods up to a maximum of 10 renewal periods.
