Item 09B <br />December 11, 2017 <br />Page 2 <br />A Major Subdivision is the division of land into more than one lot, or includes two acres of land or <br />larger'. In this case, four lots will be combined into one lot, 3.2 acres in size (4.5 acres including <br />right-of-way). The developer will dedicate right-of-way for Mounds View Blvd (existing) and for <br />Groveland Rd (new). <br />During public meetings, there was discussion of the Mounds View Blvd & Groveland Rd <br />intersection being unsafe, in -part because of the angle of the intersection and the inability to see <br />oncoming traffic. <br />In 2002, the City conducted a study (County Road 10 Redevelopment and Revitalization Plan), <br />which included redesigning such intersections as 90 -degree intersections. Based on this study, <br />Staff requested that the Developer dedicate additional right-of-way on Groveland Rd. <br />Reconstruction may or may not occur, but the land is available should the County or City <br />reconstruct this intersection in the future. <br />Analysis: <br />The developer submitted plans with the most current, dated December 1, 2017. Plans were <br />distributed by Staff to applicable persons and agencies. Comments based on plans, dated <br />November 14, 2017, were received from: <br />Andy Schreder, Interim Building Official <br />Nov 16, 2017 <br />Mike Mattson, Fire Marshal (SBM Fire Dept) <br />Nov 22, 2017 <br />Tyler McLeete, City Engineer (Stantec) <br />Nov 27, 2017 <br />Erin Laberee, Traffic Engineer (Ramsey County) <br />Nov 28, 2017 <br />Phil Gravel, City Engineer (Stantec) <br />Dec 7, 2017 <br />The Preliminary Plat was reviewed for compliance with the Mounds View Municipal Code, Titles <br />1000 (Building and Development), 1100 (Zoning), and 1200 (Land Subdivisions). The <br />Preliminary Plat is found to be consistent with the Municipal Code. <br />Drainage & Utility easements will be dedicated over 5' along property lines, 10' along property <br />lines fronting public ROW, and over the storm water pond, which will be privately maintained. <br />Summary: <br />Approval of a Preliminary Plat is approval for the Developer to prepare a Final Plat. The <br />Preliminary Plat includes lot size and dimensions, drainage & utility easements, and grading & <br />drainage plans.
