Item 09C <br />December 11, 2017 <br />Page 3 <br />Included within the attachments is a chart of the above cities "affordability", meaning, the number <br />of housing units that are within 30%, 50%, and 80% of AMI. <br />The City has received many comments from the public, voiced during public meetings, submitted <br />in writing, and through Facebook. Written comments are included in the Attachments. As a <br />response to these comments, the City distributed a Neighborhood notice (attached), intended to <br />address those questions and comments. This notice was mailed (Dec 4th) to occupants of <br />properties adjacent to the project, and along Groveland Rd north of Mounds View Blvd, and to <br />those persons who submitted written comments, and those who asked to be notified of <br />upcoming meetings. <br />Analysis: <br />The developer submitted plans, with the most current, dated December 1, 2017. Plans were <br />distributed by Staff to applicable persons and agencies (comments received were based on <br />plans, dated November 14, 2017). <br />The following is Staff's analysis of these plans: <br />Minimum Floor Area <br />Required <br />Proposed <br />Minimum Lot Size R-4 District 2,500 sf /unit <br />2,596 sf /unit <br />Minimum Lot Width 100' <br />403' <br />Usable Open Space 625 sf /unit <br />972 sf /unit <br />Minimum Reg. <br />Proposed <br />1 bedroom units 630 sq ft <br />631 — 727 sq ft <br />2 bedroom units 750 sq ft <br />891 — 1,062 sq ft <br />3 bedroom units 870 sq ft <br />1,148 —1,173 sq ft <br />Surface Water Drainage A storm water infiltration basin will be located in the SE corner of <br />the property. The bottom will be 3' below the high water elevation, <br />and 1' below the bottom of the catch basins. The basin is <br />anticipated to be soggy, but not "wet". <br />During the August 16th Planning Commission meeting, this was <br />recommended to be a wet pond. <br />Erosion Control A Storm Water Pollution Prevention Program (SWPPP) is included <br />in the submitted plans. <br />Driveway On October 11, 2017, Mayor Mueller, Councilmember Bergeron, <br />and City Staff met with Commissioner Huffman, and County Staff, <br />and the developers, to discuss driveway access onto Mounds <br />View Blvd, related to this project and Crossroad Pointe. <br />A 24' wide driveway will access Mounds View Blvd (right-in/right- <br />out), and is intended to be a shared driveway with any future <br />redevelopment of properties on Mounds View Blvd, between <br />Groveland Rd and Spring Lake Rd.
