Item 09C <br />December 11, 2017 <br />Page 4 <br />2925 Mounds View Blvd <br />2935 Mounds View Blvd <br />2949 Mounds View Blvd <br />0 (unaddressed) Mounds View Blvd (city property) <br />0 (unaddressed) Spring Lake Rd (city property) <br />This is a condition of Ramsey County's approval of the access. <br />Further, it is intended that any redevelopment of these properties <br />be at a density permitted by the Zoning Ordinance (vs. as a PUD). <br />This is not applicable to this Development Review, but is intended <br />to be carried out through the Comprehensive Plan update (2020). <br />Additionally, the County is requiring that the Developer close the <br />median crossover in front of 1810 Highway 10 NE (Spring Lake <br />Park Auto). The City of Spring Lake Park opposes this closing, as <br />does the property owner. <br />Traffic A Traffic Impact Study was completed (attached). At the time <br />(June, 2017), the driveway was proposed onto Groveland Rd. The <br />Study estimates that the project will add 399 Average Daily Trips <br />(ADT). ADT= one vehicle entering or exiting the property, per day. <br />The majority of this traffic is expected to go eastbound or <br />westbound on Mounds View Blvd. Those intending to go <br />eastbound would make a U-turn at Spring Lake Rd. <br />Figure 4 of the Study illustrates Peak AM/PM hours. For example, <br />during the AM peak hour (7:30-8:30), the project will add: <br />4 trips Northbound, via Spring Lake Rd(?) <br />10 trip Eastbound, via U -Turn at Spring Lake Rd <br />2 trips Southbound <br />12 trips Westbound <br />Trails A 10' trail and lighting will be installed (at the Developer's expense) <br />along Mounds View Blvd, between Groveland Rd and the west <br />property line. The trail will be within the Mounds View Blvd right- <br />of-way, and subject to approval by Ramsey County. <br />Parking <br />During the July 19th Planning Commission meeting, the <br />Commission recommended that the City extend this trail from the <br />project, to Spring Lake Rd, using park dedication fees from this <br />project, and that this trail be meandering. <br />Required* Proposed <br />Uncovered Stalls 90 56 <br />Covered Stalls 60 65 <br />Proof of Parking** 12 <br />* Within the County Road 10 Corridor Overlay zoning district, parking <br />requirements are intended as a "guideline".' <br />** Proof of Parking must be preserved for expansion of the parking lot. <br />6 Mounds View Municipal Code, Section 1129.05, Subd 4 (Off -Street Parking) <br />
