A Development Review is a <br />comparison between proposed plans and requirements of the City Code. Staff finds that the <br />proposed plans are consistent with the City Code. <br />Planning Commission Recommendation: <br />The Planning Commission considered the Development Review at its August 16, 2017 meeting, <br />recommending denial (Resolution 1076-17), with the following comments: <br />1. Too much affordable housing concentrated in one area; <br />2. Affordable housing would be more appropriate at a location within closer proximity to goods <br />and services; <br />3. Too much traffic on Groveland Rd; <br />4. Traffic concerns were not addressed by the Traffic Impact Study. <br />Recommendation: <br />Staff recommends approval of Resolution 8778, approval of the Development Review for <br />"Boulevard". <br />The City Council is requested to consider the following options: <br />1. Resolution 8778, approving the Development Review of "Boulevard". <br />2. Denying the Development Review. If the City Council chooses this option, Staff would need <br />to be directed to draft a resolution of denial with findings of fact appropriate to support the <br />denial. <br />3. Table action with cause, requiring the consent of the developer. The City has 60 -days to <br />take action on a Development Review (Aug 13, 2017). The Developer granted an extension, <br />expiring Dec 12, 2017.
