Item 09C
December 11, 2017
Page 6
Other exterior material will be cement fiberboard siding (49% of
exterior).
Trash Disposal Refuse containers will be housed in the underground garage, and
pushed out to a screened area outside of the garage entrance on
garbage day.
Construction Timetable Construction is expected to begin summer/fall, 2018, and
completed by summer, 2019.
Summary:
MWF Properties requests approval of a 60 -unit apartment building, located on a proposed 3.2
acre lot at the NW corner of Mounds View Blvd and Groveland Rd. A Development Review is a
comparison between proposed plans and requirements of the City Code. Staff finds that the
proposed plans are consistent with the City Code.
Planning Commission Recommendation:
The Planning Commission considered the Development Review at its August 16, 2017 meeting,
recommending denial (Resolution 1076-17), with the following comments:
1. Too much affordable housing concentrated in one area;
2. Affordable housing would be more appropriate at a location within closer proximity to goods
and services;
3. Too much traffic on Groveland Rd;
4. Traffic concerns were not addressed by the Traffic Impact Study.
Recommendation:
Staff recommends approval of Resolution 8778, approval of the Development Review for
"Boulevard".
The City Council is requested to consider the following options:
1. Resolution 8778, approving the Development Review of "Boulevard".
2. Denying the Development Review. If the City Council chooses this option, Staff would need
to be directed to draft a resolution of denial with findings of fact appropriate to support the
denial.
3. Table action with cause, requiring the consent of the developer. The City has 60 -days to
take action on a Development Review (Aug 13, 2017). The Developer granted an extension,
expiring Dec 12, 2017. The intent of this extension was to allow further discussion with
Ramsey County regarding access onto Mounds View Blvd, which occurred in October, 2017.
Required ' Proposed
Cast stone
25%
Rockface CMU
4%
Glass
22%
TOTAL
50% 51%
Other exterior material will be cement fiberboard siding (49% of
exterior).
Trash Disposal Refuse containers will be housed in the underground garage, and
pushed out to a screened area outside of the garage entrance on
garbage day.
Construction Timetable Construction is expected to begin summer/fall, 2018, and
completed by summer, 2019.
Summary:
MWF Properties requests approval of a 60 -unit apartment building, located on a proposed 3.2
acre lot at the NW corner of Mounds View Blvd and Groveland Rd.
