Project Understanding <br />City staff have an existing contract with our GIS Specialist to assist in mapping for the <br />Comprehensive Plan. The mandated deadline for Met Council approval of your comp plan is the <br />end of 2018 which means a draft will need to be completed by June in order to allocate enough <br />time for review by neighboring jurisdictions. With City staff time being spread among a variety of <br />projects, you need assistance to conduct the full analysis, mapping, and writing for the <br />Comprehensive Plan for the Met Council's required elements to meet the deadline. <br />You would like us to find opportunities to minimize costs. This can be done in a variety of ways - <br />start with the 2030 Plan as a template, garner community feedback at strategic times in the <br />process, or share responsibilities for writing narratives or the implementation plan. We can use the <br />attached scope as a starting point and work backwards from there. <br />The Local Surface Water Supply Plan, Sewer Plan, and Water Supply Plan need to be updated <br />simultaneous to the comp plan. These will be separate documents and then include a summary <br />in the Comprehensive Plan under the Water chapter. The scopes for these three technical plans <br />are separate from this work plan. <br />You would also like Stantec to bring the City Council through a visioning process at their <br />December 4, 2017 working session. This exercise will help us identify the Council's intent - or vision <br />- for Mounds View from now until 2040. This will guide the work of the recently -established <br />Comprehensive Plan Task Force, City Staff, and Stantec through the writing of the plan. This <br />visioning session will be included under our existing master services agreement and therefore not <br />included in the scope and budget below. <br />B. Scope of Services <br />We will focus our efforts on completing the Comprehensive Plan within the Met Council timeframe <br />and based on achieving the required elements. Our approach to the Comprehensive Plan <br />update is to start with the current plan and organize it so that we can easily match the Met <br />Council requirements and update the maps, texts, and information so it is a useful document to <br />staff and decision -makers. Mounds View is projected to stay on its same path with few sites for <br />future changes in land use or growth in population, so consistency with the 2030 Plan is <br />appropriate and reasonable. <br />PHASE 1 PROJECT KICKOFF <br />Phase 1 will be all about organizing both content and feedback loops. City staff will establish the <br />Comprehensive Plan Task Force and bring them through a process to evaluate the 2030 Plan's <br />goals and policies to identify what is still relevant and what needs to be updated based on the <br />Design with community In mind <br />
