FINANCE COMMERCE <br />TCAAP board wrestles with master developer solicitation <br />By: Janice Bitters January 5, 2016 4:25 pm <br />The authority overseeing redevelopment of a former ammunition plant in Arden Hills on Monday <br />approved a solicitation proposal for a master developer, but not before spending three -and -a -half hours <br />hashing out details as minor as using an "a" or "the" in the final motion. <br />Members of the Joint Development Authority board also argued about perceived contradictions between <br />city and Ramsey County goals. The board is made up of two Arden Hills City Council members, two <br />Ramsey County commissioners, and one non -elected appointee who chairs the board. <br />City Council member Brenda Holden was especially vocal about discrepancies she felt existed between <br />county goals and those outlined in the city's Twin Cities Army Ammunition Plant Redevelopment Code, <br />which sets design standards for the future Rice Creek Commons development. <br />"We're all just going to put goals in [the solicitation] that may conflict, that may not conflict, and we'll <br />just throw confetti in the air and where it lands whoever is in the circle is OK?," she said. "I don't <br />understand. Somebody's going to have to explain it to me." <br />By the end of the meeting, the board unanimously approved a widely anticipated document sought by <br />developers interested in reshaping the 633 -acre former Twin Cities Army Ammunition Plant, once the <br />state's largest Superfund cleanup site. The 23 -page document is seeking a rough timeline for site <br />redevelopment from a company that can prove it can accomplish the task. <br />
