Roseville: Permits ADU's. Either the single-family home or the ADU must be <br />occupied by the property owner. The ADU may have a maximum of <br />one bedroom and two occupants. The ADU requires one additional <br />off-street parking space. The ADU may include a Home Occupation. <br />The ADU shall be a minimum of 300 sq ft in size, and a maximum of <br />650 sq ft, or 75% of the single-family home area. A rental registration <br />and an ADU permit are required. Prior to permitting, the City notifies <br />neighbors within 100', providing 7 days to submit comments to the <br />City. The City may place conditions upon the ADU permit. If non- <br />compliant, the ADU permit may be revoked, providing a 60 -day notice. <br />Upon revocation, the ADU may only be occupied by family members. <br />An ADU permit expires with a change in ownership. <br />Shoreview: Permits ADU's (referred to as an "accessory apartment"). ADU must <br />be attached to a Home at least 850 sq ft in size. The ADU shall be 500 <br />— 850 sq ft in size, and no larger than 30% of the building's total floor <br />area. The ADU may have up to two bedrooms. The property must <br />have at least three off-street parking spaces, two of which must be <br />enclosed. The Home shall be owner occupied. The ADU may be <br />administratively approved. <br />Included in the Attachments, please find: (1) Minneapolis' ADU handout & application; <br />and, (2) a Bloomington Staff Report which provides a comprehensive discussion of <br />ADU's. As with many zoning topics, regulating ADU's can be complicated. Things to <br />consider: <br />1. Should ADU's be allowed as a Permitted, Conditional, or Interim use in R-1 (or <br />continue to be prohibited)? <br />2. Should ADU's be required to be attached to the House, or allowed to be detached <br />(e.g. apartment above a detached garage)? <br />3. Should the property owner be required to occupy the Home? <br />4. Should there be a minimum and maximum size of an ADU? <br />Summary <br />Accessory Dwelling Units (ADU) are similar to an apartment within a single-family <br />home, or within an accessory building. Currently, ADU's are not permitted in the R-1 <br />District. The City Council has requested that the Planning Commission discuss this <br />topic. <br />Recommendation <br />Staff recommends that the Planning Commission provide Staff with direction if to <br />proceed with developing a City Code amendment, allowing ADU's, or creating a list of <br />questions for Staff to research for a future Planning Commission meeting. <br />
