MEMORANDUM <br />TO: BRUCE KESSEL, RCL, JML and FILE <br />FROM: SJR <br />DATE: March 3, 1998 <br />RE: Mounds View Proposed Personnel Handbook comments <br />The following is a summary of the reviews conducted by Mac LeFevre and Scott Riggs of the <br />proposed Mounds View Personnel Policy, including a list of comments, possible revisions, etc. <br />regarding the proposed policy. <br />1. First page of introduction --in the fourth paragraph, second sentence, add the word <br />"contract" between words "not terms". <br />2. In the first sentence of the City Organization paragraph, insert the phrase "of Government" <br />between the words "form adopted". <br />3. The second page of the Introduction section, in the Finance and Administration paragraph, <br />insert a comma between the words "recruitment hiring". <br />4. In the second sentence of the Uniformed Personnel paragraph of Section 1.01, insert the <br />phrase "by all required employees" between the words "work unless"; in addition, strike <br />the word "their" and insert the word "the" instead in this sentence. <br />5. In the second sentence of the "Casual Day" paragraph of Section 1.01, insert the word <br />"each" between the words "inform employee". <br />6. Section 1.05 should be modified to reflect an "At -Will" employment relationship, <br />modified to include more discretion to the city council/city administrator, and also <br />modified to clarify the relationship between the authority of the city administrator and the <br />city council as to discipline/terminations. Thus, language similar to the following should <br />be inserted into Section 1.05, with the original language of Section 1.05 being stricken <br />in its entirety: <br />SJR137536 <br />MU210-18 <br />
