Currently there is pick up on every day of the <br />week except Sunday. There are 13 haulers licensed within the City (Ace, BFI, Keith Kruppeny <br />and Sons, Larry's Sanitation, Materials Recovery, Randy's Sanitation, Ray Anderson, Twin City <br />Refuse, Twin City Sanitation, Vasko, Veit, Waste Management, and Walter's Recycling.) <br />Current Requirements <br />The Municipal Code Chapter 603 Garbage and Rubbish, Section 603.06 Subd. 2a.(1) only places <br />the following restrictions: (see Code Section attached) <br />"Hours and Days of Operation: No hauler shall operate in a residential <br />district after six o' clock (6:00) P.M. or before six o'clock (6:00) A.M. of any day, <br />and no hauler shall operate in a residential district on Sundays or legal holidays." <br />City of New Brighton <br />The City of New Brighton amended their City Code to restrict garbage pick up to certain days <br />corresponding with neighborhood location. For example: "North of 694 - Monday; South of 694 <br />Tuesday." The Ordinance adopting the provision was passed in September of 1990. The <br />collection day provision was made effective May 1, 1999 to correspond with their license <br />renewal dates. See Ordinance attached. <br />Issues <br />As the Code clearly indicates that pickup may occur on any day of the week, a change to this <br />policy would require a code amendment through ordinance. In addition, the garbage hauler <br />licenses were just recently approved by the City Council at the end of June with the current <br />provisions in place. The renewal date is June of 30, 2000. The Council could take similar action <br />to that of New Brighton, by amending the Code and making the new requirements effective at <br />the 2000 renewal date. With 13 haulers and six pick up days, this will be no small task. Some <br />issues to consider: <br />1. Where should the pickup dividing lines be (e.g. Both sides of Highway 10?) <br />2. What days should pickup be restricted to? <br />3. What will the impact be on residents if carriers decide that they will no longer <br />service the City with such restrictions? <br />
