This would translate into three average -sized vehicles. A condition would be added to <br />the resolution limiting the business to three vehicles for sale at any time. <br />b. Outside sales areas are fenced or screened from view of neighboring identical uses or an <br />abutting R District in compliance with subdivisions 1103.08(l) through (5) of this Title. <br />The abutting residential properties are screened from any of the outdoor storage as the building <br />itself presents a screen, as well as the six-foot wood privacy fence around the rear and sides of the <br />property. This requirement is met. <br />c. All lighting shall be hooded and so directed that the light source shall not be visible from the <br />public right of way or from neighboring residences and shall be in compliance with 1103.08, <br />Section 1103.09 of this Title. <br />The existing parking lot lights are mounted on standards 16 feet tall with the fixtures hooded to <br />prevent glare and light spillage onto adjoining properties. There are no plans to alter the lighting <br />in the parking lot and there have been no complaints about lighting when the previous business <br />was in operation. This requirement is met. <br />d. Sales area is grassed or surfaced to control dust. <br />The grounds of this property have been sodded with the remaining area being impervious surface. <br />This requirement is met. <br />e. The open or outdoor service, sale or rental use does not take up parking space as required for <br />conformity of this Title. <br />Section 1121.13 of the City Code outlines the parking specifications by use within the City. <br />Because auto rental is not listed as a use within this section of the Code, staff consulted the <br />American Planning Association's Off -Street Parking Requirements publication, which indicated <br />that one space per every 400 square -feet (or fraction thereof) of gross floor area would be <br />acceptable. Using that ratio, a total of four spaces would need to' be set aside for employees and <br />customers, separate from any vehicles on display for rental or sales purposes. A diagram of the <br />site and parking lot layout is included for your reference. This requirement can be met. <br />f. The provisions of subdivision 1125.01(1)e of this Title are considered and satisfactorily met. <br />Section 1125.01 of the City Code relates to adverse affects resulting from the proposed use. <br />There are five items listed for consideration: <br />(1) Relationship to Municipal Comprehensive Plan. <br />(2) The geographical area involved. <br />(3) Whether such use will tend to or actually depreciate the area in which it is proposed. <br />
