UNAPPROVED <br />he would like Attorney Bagley's input into the matter. He stated that the ordinance had been looked at <br />for a long time, and he did not wish to disregard it. Attorney Bagley stated that he agreed and would <br />forward their comments to City Attorney Long for his consideration. He noted that this ordinance was <br />basically identical to that drafted by the League of Minnesota Cities, which provided the opportunity to <br />cover both ordinances at the same time. <br />Council Member Marty commented that he also did not receive a complete copy of the ordinance in his <br />packet. <br />MOTION/SECOND: Thomason/Marty. To Postpone Second Reading of Ordinance 630, an Ordinance to <br />Enact a New Chapter of the Mounds View Code of Ordinances to Administer and Regulate the Public <br />Right of Way in the Public Interest, and to Provide for the Issuance and Regulation of Right -of -Way <br />Permits, until a later date. <br />City Attorney Long suggested that, in the interest of preventing a time delay, rather than postponing the <br />Second Reading, the Council could consider this the Second Reading and lay over the ordinance until the <br />date that they choose for adoption. <br />Council Members Thomason and Marty agreed to substitute the amended motion as stated in place of the <br />previous motion. <br />MOTION/SECOND: Thomason/Marty. To Approve Second Reading of Ordinance 630, an Ordinance to <br />Enact a New Chapter of the Mounds View Code of Ordinances to Administer and Regulate that Public <br />Right of Way in the Public Interest, and to Provide for the Issuance and Regulation of Right -of -Way <br />Permits and lay over adoption until a later date. <br />Ayes — 4 Nays — 0 Motion carried. <br />G. Public Hearing 7:20: for Review of Streets Committee Report <br />Mayor Coughlin opened the Public Hearing at 8:59 p.m. <br />Director of Public Works Ulrich outlined the seven recommendations contained in the Streets Policies <br />Committee Final Report. <br />Mary Malrick, 8289 Spring Lake Road, Streets Committee Chair, stated that the Streets Committee <br />recommendations had been re -printed in the latest Mounds View Matters. She stated that this was a good <br />working document, which brought the goals of the City and the goals of the public closer together. She <br />stated that she hoped the Council would consider each of the recommendations contained in the Report. <br />She added that Brian Kaden, a member of the Streets Committee, was also present. <br />Mayor Coughlin expressed his thanks to Ms. Malrick and Commissioner Kaden for their participation in <br />the Committee. <br />Mayor Coughlin closed the Public Hearing at 9:02 p.m. <br />Mayor Coughlin stated that there was no action pending on this Item.
