RESOLUTION No. 5267 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />A RESOLUTION CALLING FOR THE FORMATION OF A CITIZENS <br />COMMITTEE TO REVIEW THE CITY'S STREET CONSTRUCTION, <br />ASSESSMENT AND FINANCING POLICIES AND PROCEDURES <br />WHEREAS, the Mounds View City Council has reviewed city policies and procedures regarding street <br />construction, assessing and financing during the Spring Lake Road reconstruction project; and, <br />WHEREAS, significant resident input during the Spring Lake Road reconstruction process raised new <br />questions about the city's policies and procedures leading to the call for a general reevaluation of those <br />policies and procedures; and <br />WHEREAS, future street reconstruction projects and the city's ability to finance those projects need to be <br />determined; <br />THE MOUNDS VIEW CITY COUNCIL DOES HEREBY RESOLVE that a committee be established <br />to review the street reconstruction and assessment policies andthe city's Financing abilities pertaining to those <br />policies. This committee shall be titled the Streets Policies Committee and is called upon to report in <br />writing to the City Council at the Council's regular meeting of January I1, 1999 on the committee's <br />evaluation of the city's current street reconstruction and assessment policies and the city's ability to finance <br />reconstruction projects, and recommendations and reasons for changes. The committee will also provide a <br />preview of their report to the City Council at its January 4, 1999 Council work session. TheStreets Policies <br />Committee will cease to exist after its January 11, 1999 unless called upon by the City Council for further <br />direction. <br />IT IS FURTHER RESOLVED THAT the committee will consist of twelve members appointed by the Cily <br />Council no later than October 12, 1998. The twelve members will select a chair to run meetings, a vice chair <br />to run meetings in the chair's absence, and a secretary to record meeting proceedings. All committee <br />meetings are to be held in accordance with the city's open meeting policies and, under the direction of the <br />chair, allow for resident input pertaining; to committee discussion during rreetings. All meetings will set by <br />the committee with the exception of the First meeting which is to beset by the City Council. All meetings <br />will be held at Mounds View City Hall with proper notice. The committee, at the direction of the chair with <br />coordination with the city administrator, may make reasonable use of city staff and resources for the work <br />of the committee. The city administrator is hereby directed by the City Council to publish notice calling for <br />applicants for the committee. <br />Adopted by the Mounds View City Council this 14th day of September, 1998. <br />Attest: <br />Charles S.
