June 15, 1999 <br />To: Honorable Mayor and City Council <br />From: Chuck Whiting, City Administrator <br />Re: June 21, 1999 City Council Work Session <br />This memo will be brief because of the time of its writing and the League conference this week. <br />We do have some items to go over. Here's the agenda as of Tuesday: <br />Item 1 - Discussion of Year 2000 Budget Priorities: This is just what is sounds like. I would <br />suggest the Council think of this in terms of what you would like to see done, what you would <br />like to see continue, and what you would like to see changed or stopped. Practical concerns <br />would include general interest in what taxes or fees should be, personnel costs, and capital <br />improvements. Some things to keep in mind, we will have two union agreements to negotiate, <br />the franchise fee expires in December, the community center history in the general fund will be <br />only figured since the first of this year, tax increment discussions are relevant if the council <br />chooses to make them so, and street assessment policies are still up for change. Some consensus <br />on direction would help staff react appropriately, or where no firm sense is arrived at, we can <br />float options throughout the coming weeks for your consideration. <br />Item 2 - Review of the YMCA Agreement: Bruce will present this for council review and <br />discussion with an eye on getting this taken care of at the June 28 meeting. <br />Item 3 - Review of Community Center Operations: Bruce will report on the budget status of <br />the community center operations, the recreation programming and the banquet center operations <br />to date. <br />Item 4 - Review of Airport Noise Committee: I have been meeting with MAC officials on <br />setting up a local airport noise committee and will want to review with you the discussions to <br />date for council support. <br />Item 5 - Merryville Farm Market CUP: Jim Ericson will review this CUP for Merryville at <br />Mounds View Square. <br />Item 6 - Status of Community Survey Options: Rick Jopke can give an update on this. <br />That is it from me for now. Other staff members may be adding items during the week and <br />council can be updated on anything new on Monday. Remember that council is interviewing the <br />next two police chief candidates on Monday and the start of the work session has been moved <br />back to 7 p.m. Have a good week and see you either in Rochester or here next Monday. <br />
