City of Mounds View Staff Report <br />MENEENEENEENEr— <br />Item No: 4 <br />Meeting Date: Mar 5, 2018 <br />Type of Business: WS <br />Administrator Review: .4 <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, City Planner/Supervisor <br />Item Title/Subject: Discussion of Comprehensive Plan Community Engagement <br />Discussion: <br />As part of the Comprehensive Plan update, there is typically a public engagement component. <br />To this point, public engagement has been limited to those occurring during Comprehensive <br />Plan Taskforce meetings. The nine member Taskforce is charged with representing the 13,000 <br />residents of Mounds View. As imaginable, this is a daunting task, and would be aided if more <br />input was given by the public. <br />It is anticipated that much of the Comprehensive Plan will focus on the Mounds View Boulevard <br />corridor. Stantec will be preparing alternative maps for the Taskforce (and the public) to decide <br />on. One goal is for the Comprehensive Plan to guide land use such that a common theme or <br />identity (aka "vision") is established along the corridor. <br />Options for Community Engagement (and cots estimates): <br />OPEN HOUSE ($400 - $500) <br />Staff would like to incorporate an Open House into the Town Hall meeting (April 30th), in which <br />a presentation would be given by Staff and Stantec of different options along the corridor. <br />Attendees would be provided with "clickers" in which they can vote on their preferences of <br />options. Voting would be unanimous, and results instantaneous. Results are skewed based on <br />those who attend the meeting, and may not statistically represent the community. Estimated <br />costs are based on Stantec's hourly rate for preparing and attending meetings. <br />CANVASING ($?) <br />Canvasing would involve Taskforce members (and volunteers) attending gatherings and places <br />of assembly and facilitating qualitative one-on-one discussions (vs. quantitative surveys). <br />Examples include, Rotary meetings, churches, the library, apartment lobbies, people's living <br />rooms, etc. This is one option to obtaining opinions from residents who are traditionally <br />underrepresented (residents of mobile homes, apartments, etc.). Results would not be <br />statistically representative of the community, but may provide the most useful qualitative results. <br />Facilitators would need training. Estimated costs include using a consultant to train facilitators. <br />SURVEY MONKEY ($400 - $1,200) <br />Alternative maps can be posted on the City's website with descriptions, and linked to <br />surveymonkey.com. This was last used by the City during the consideration for Organized <br />Collection. Results are skewed based on those who access the website, and may not <br />statistically represent the community. Estimated costs are based on purchasing an annual <br />license from surveymonkey.com. <br />GIS WEB BASED INTERACTIVE MAP ($4,000) <br />The City's website can be linked to a website with an interactive map, in which users can turn <br />
