The website would survey users as to their <br />preferences. Estimated costs are based on Stantec setting up the website and maps. <br />PHONE SURVEY ($10,000 - $20,000) <br />This involves a vendor calling residents (400) and asking a series of questions. Recipients <br />include both land lines and cell phones. Questions can be both quantitative (do you agree or <br />disagree) and qualitative (open ended). Estimated costs are based on the number of questions <br />asked. Example; 60 questions = 15 minute survey (average), costs $14,000. Mounds View <br />conducted Quality of Life surveys in 1988, 1993, 2005, and in 2015 specific to Organized <br />Collection. <br />Budget Impacts: <br />The Comprehensive Plan is not budgeted for community engagement. The Council has directed <br />Staff to reduce the approved budget for the Plan (about $45,000 for planning), which would <br />occur by Staff (Jon & Nyle) writing much of the text, as time permits. Any savings could be <br />applied toward the costs of community engagement. <br />Recommendation: <br />Staff recommends conducting an Open House at the Town Hall meeting, and conducting a <br />phone survey addressing "quality of life" questions, with a concentration of questions that would <br />benefit preparation of the Comprehensive Plan. If the Council directs Staff to proceed, a <br />proposal would be provided by the Morris Leatherman Company at a future Council meeting. <br />A phone survey would be statistically representative of the community, versus relying on <br />unsolicited participation with website surveys and in-person discussions. <br />No -cost alternatives include assuming the 2005 Mounds View survey reflects today, and <br />referring to more recent surveys conducted by other suburbs; Roseville (2016), Chanhassen <br />(2016), Vadnais Heights (2016), Champlin (2012), assuming those residents would reflect <br />similar values and priorities as Mounds View residents. <br />If the Council wishes to proceed with a phone survey, consideration should be given as to other <br />topics to cover.
