The Council <br />requested the Parks, Recreation and Forestry Commission to look into a Park suitable for a <br />splash pad. <br />The City Council had directed Public Works along with the Parks, Recreation and Forestry <br />Commission to evaluate City Hall Park campus which would include a new playground and <br />splash pad. <br />The City Hall Park playground equipment is 20 plus years old. Signs of aging include the <br />pealing of the equipment coating along with rust development on various components. <br />The National Playground Safety Institute recommends that play structures be replaced every <br />12-15 years. <br />A proposed playground splash pad and playground layout was prepared by <br />Minnesota/Wisconsin Playground of Golden Valley, Minnesota. The layout was reviewed by <br />the Commission, and the Commission presented the new playground /splash pad layout to <br />the City Council at the March 6, 2017 Council Work Session. The City Council approved the <br />overall concept and layout of the City Hall Park and instructed staff to get cost estimates. <br />Staff presented the estimated costs to Council, after review of the estimated costs the City <br />Council instructed staff search and apply for any grants that would help in offsetting the costs <br />of the playground/splash pad. Staff applied for a grant through Game Time, this grant is for <br />playground equipment only and does not cover the costs associated with the installation or <br />other components of a playground such as benches, and picnic tables. The grant is a <br />matching fund and the equipment must be purchased and delivered in 2017. <br />Staff has received a quote from Minnesota/Wisconsin Playground for the playground <br />equipment for a total of $145,883.00. The City was awarded a grant from Game Time in the <br />amount of $65,178.00. With the awarded grant the cost for the playground equipment is <br />$80,705.00, this cost did not include the freight costs of $9,710.66. For a total cost of <br />$90,415.66. The City Council approved the purchase of the playground equipment at the <br />October 9, 2017 City Council Meeting and instructed staff to continue to search for other grant <br />opportunities for the splash pad.
