M6U--NDi*SVIEW <br />of Mounds View Staff R <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: City Hall/Public Facilities Upgrade <br />Item No: C C,,I <br />Meeting Date: April 2, 2018 <br />Type of Business: WS <br />Administrator Review: -,�,j <br />Background: <br />Since being offered and accepting the full time Administrator position I have been a vocal advocate of <br />clean, organized, and functional workspace as a critical component to a effective and efficient work <br />environment. To that end, we have made substantive progress in the records retention and storage of <br />our data. This effort will result in significant space reclamation, primarily in the basement level of the <br />building but also; but to a lesser degree, in the general office area as well. <br />The last substantive construction/enhancements made to City Hall were in 1992 orjust over a quarter <br />century ago. Recently, the Public Works division relocated all staff, including those housed at City Hall <br />to their new facility. And finally, voters approved a bond referendum last fall adding an additional police <br />officer to the police department. <br />Issues: <br />Based on the above and additionally, my one on one meetings and then just general observations and <br />discussions the following are issues that I have identified for discussion purposes. <br />1. There are no showers in the building which poses an unacceptable situation for our law <br />enforcement staff who from time to time, in the course of their duties, end of with undesirable <br />contaminates on their clothing and body. The same was true for Public Works who now have <br />complete showers. <br />2. Similarly, there are no laundry facilities for washing of soiled gear/uniforms. <br />3. The police department is lacking a detention room for individuals placed in custody. They <br />currently handcuff them to a bench in the general work area of the patrol officers. <br />4. The PD entrance area is a cumbersome area. <br />5. PD would be better served if they had a second interview room. <br />6. Modifications can be made to the PD, that in combination with using the current conference <br />rooms A & B, will address the shower facility issues. <br />7. The area vacated by Public Works can be converted into conference rooms; former PW Director <br />Office will work well for a small conference room and would benefit from some AV upgrades. <br />8. The downstairs area will become mostly available once all the records retention and data <br />storage plan is implemented. This provides an opportunity for expanded restrooms with <br />showers, and a workout area for PD and City Hall staff or a conference room downstairs. <br />9. The paint and carpet throughout city hall are best described as "tired." <br />10. The attendee chairs in the council chambers show signs of end of life use. <br />
