Item No: 07E <br />Meeting Date: January 3, 2017 <br />Type of Business: CB <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Administrator <br /> <br />Item Title/Subject: Resolution 8691, a Resolution Approving the Hire of Ismail <br />Omar to the Position of Community Service Officer (CSO) in <br />the Mounds View Police Department <br /> <br />Introduction: <br /> <br />At the September 12, 2016, City Council Meeting, the City Council approved a revised job <br />description and authorized Staff to advertise for the Community Service Officer (CSO) <br />position. This position is a non-union, non-sworn, full time, and non-exempt. <br /> <br />Discussion: <br /> <br />On December 20, 2016, the Police Civil Service Commission certified an active eligibility <br />list for the position of Community Service Officer (CSO). The top candidates certified by <br />the Police Civil Service Commission for the CSO position are as follows: <br /> <br />1. Ismail Omar <br />2. Kevin Schoephoerster <br />3. Mark Lyon <br /> <br />The top candidate, Ismail Omar, has satisfactory completed a background check, physical, <br />and psychological examinations. Police staff have personally met with and interviewed <br />Ismail and feel that he would be an excellent addition to the department. <br /> <br />Staff is requesting to begin employment of Ismail Omar as a CSO on or about January 17, <br />2017. Salary will be at Step 1 of the salary range ($17.52/hour), with an increase to Step <br />1.5 of the salary range ($18.07/hour) after six (6) months of employment.
