Item No: 6
Meeting Date: March 6, 2017
Type of Business: Work Session
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: James Ericson, City Administrator
Item Title/Subject: City Council Retreat Follow Up and Town Hall Meeting
Discussion

Introduction:

The City Council, department heads and Council candidates attended the retreat on
January 30, 2017, at the Mounds View Community Center. Much time was spent reviewing
the previous year’s goals and priorities, many of which would likely continue on as priorities
moving forward, either as implicit ongoing priorities or included with the explicit priorities for
2017. Last year’s priorities are attached for reference as Exhibit 1. New goals were
discussed for 2017 yet the Council has not formalized its intent in this regard, which is why
this item is being considered, as a means to prepare for the Town Hall Meeting on Monday,
March 20. The agenda from the 2016 Town Hall Meeting is attached as Exhibit 2.

Discussion:

We’d like to discuss and review two related issues at this time—goals and priorities for
2017 and format/structure/agenda for the March 20 Town Hall Meeting.

1. The Council identified the following items as possible goals for 2017:

• Focus on Racial Equity—Promote Ideals of Inclusionary Community
• Develop Water Infrastructure Rehabilitation and Financing Plan
• Establish Committee in Support of Mounds View’s 60th Anniversary
• Personnel Planning & Recruitment—Attract & Retain Quality Employees

Which, if any, of last year’s goals and these newly identified goals, should be considered
for 2017?

As discussed at the retreat in January, the adopted goals set the tone and provide direction
and guidance for staff. While it is important for an organization to establish goals, it’s
equally important to ensure the goals are SMART:

• Specific
• Measurable
• Attainable
• Relevant
• Timely

Refer to the graphic on the next page.
