Truth in Taxation. 37 <br /> 38 <br />Finance Director Beer indicated this special meeting fulfilled the City’s need to hold a Truth in 39 <br />Taxation hearing. He discussed the budget timeline noting this process began in April. He 40 <br />reviewed the proposed 2016 budget in detail indicating it was the City’s mission to provide high 41 <br />quality public services at a fiscally responsible rate. General fund expenditures by purpose were 42 <br />reviewed along with expenditures by function. He commented personnel was the largest expense 43 <br />for the City. 44 <br /> 45
