Mounds View City Council December 7, 2015
Truth in Taxation Meeting Page 2

Finance Director Beer indicated the 2016 budget did not have a lot of increases. He noted that 1
Ramsey County had not finalized the purchase of election equipment and this would force the 2
City to carry over the budget into 2016. He discussed the City’s revenues in detail and was 3
pleased to report the City would be receiving LGA again in 2016. He reviewed the historic 4
trends of the City’s budget and noted the Council was only proposing a 1% tax levy increase for 5
the coming year. He discussed how the proposed increase would impact median value homes, 6
along with commercial properties. He was pleased to report Mounds View had one of the lowest 7
levies per capita when compared to neighboring communities. Staff explained this meeting 8
would allow the public a time to voice their concerns and explained the final budget would be 9
approved at the December 14th Council Meeting. 10
11
Council Member Mueller asked if Code Enforcement expenditures fell under public safety or 12
community development. Finance Director Beer reported all code enforcement expenditures 13
were a community development expense. 14
15
Council Member Meehlhause explained after receiving his property tax statement from the 16
County, he noted the Mounds View portion of taxes went down for his home. 17
18
Mayor Flaherty thanked Finance Director Beer and his entire department for their work on the 19
2016 budget. He commended the Council for their efforts as well. 20
21
8.
