Item No. 07G <br />Meeting Date: February 8, 2015 <br />Type of Business: CB <br />City Administrator Review: ______ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Brian Erickson, P.E., Public Works Director/City Engineer <br />Item Title/Subject: Resolution 8514, Approving Plans and Specifications and Authorize <br />Advertisement for Bids, Street and Utility Improvement Program, Area I <br /> <br />Background: <br />The City is in the process of reconstructing 26 miles of City-owned streets and associated underground <br />utilities as part of the Streets and Utilities Improvement Program (Program). The Program includes design <br />standards, a financing plan, a prioritization/implementation (staging) plan, and a communication plan for <br />implementing reconstruction over an initially planned 9-year period (2009-2018) with an estimated <br />program cost of $28 million. <br /> <br />The next and final project area scheduled for construction is Area I (see attached partial plan set). Area I <br />contains 3.6 miles of streets and is located in the northeast part of the city and includes: <br />• St. Michael Street between Oakwood Drive and County Road I <br />• St. Stephen Street between Oakwood Drive and County Road I <br />• Jackson Drive between Hillview Road and County Road I <br />• Quincy Street between the northern dead end and County Road I <br />• Interstate I-35W Service Road between Cornell Drive and Pinewood Drive <br />• Hillview Road between Jackson Drive and Interstate I-35W Service Road <br />• Oakwood Drive between its eastern dead end and Interstate I-35W Service Road <br />• Terrace Drive between Jackson Drive and Interstate I-35W Service Road <br />• Pinewood Drive between Jackson Drive and Interstate I-35W Service Road <br /> <br />The adjacent properties are predominantly single-family housing or parkland. Jackson Drive, Hillview <br />Road and Quincy Street are the non-standard streets in this area due to municipal state aid status and <br />pedestrian/bicycle accommodations. <br /> <br />The City Council has taken the following steps, thus far, specific to Area I of the Street and Utility <br />Improvement Program: <br />• 8/24/15 – Authorized engineering design & preparation of bidding document (Res. 8449) <br />• 11/23/15 – Considered stormwater infiltration basin (SIP) appeals (Res. 8482) <br />• 11/23/15 – Approved non-standard street design and parking restrictions for Area I (Res. 8483) <br /> <br />In addition to the Council actions above, the Street and Utility Committee held three meetings to discuss <br />the aspects of the project. The Committee heard from residents regarding the non-standard streets and <br />provided input to the City Council regarding their preferences. Additionally, the Committee provided <br />information and heard appeals regarding the proposed stormwater basin locations. Staff has met with <br />various residents in the area and discussed concerns regarding Hillview and Oakwood Parks with Parks <br />and Recreation and Forestry Commission. <br /> <br />Discussion: <br />Bolton & Menk, Inc. (BMI) has completed the plans and specifications for use in soliciting public bids for <br />the construction of Area I. These bidding documents have incorporated the Program standards and City
