Council approved non-standard issues and decisions as established in the resolutions noted above. BMI <br />has estimated the total construction cost of Area I at $4,268,035. This cost is split among the State Aid <br />participating street and stormwater improvements at $691,800 and the non-state aid or local <br />improvements at $3,576,235. <br /> <br />The next step in the project development of Area I is the bid phase. This involves advertising the project, <br />distributing plans and specifications, answering questions, and issuing clarifications for bidding <br />requirements, reviewing and tabulating bids received, and making an award recommendation. BMI will <br />provide assistance with phase of the project. <br /> <br />If the attached resolution is adopted, bidding documents will be finalized and project advertised in the <br />official City newspaper (Sun Focus) and a regional trade publication for three weeks before bid opening. <br />MnDOT approval for State Aid standard streets is anticipated prior to distribution of the bidding <br />documents. A bid opening date of March 15, 2016 is proposed, with Council consideration of award on <br />March 28, 2016. A neighborhood meeting will be scheduled after award and prior to construction start to <br />discuss the phasing and impacts of this project with the residents. Construction is anticipated to begin in <br />May once the spring load limits are removed. <br /> <br />In addition to the street work, municipal underground utilities needing repair, rehabilitation and/or <br />replacement have been incorporated into the documents as recommended by Public Works staff. Some <br />of the sanitary and stormwater lines in the project area are proposed for lining due to deterioration. <br /> <br />Engineering has received some complaints regarding the stormwater basins having street debris wash <br />into the turf area. As a result, staff has also been working with BMI to establish a curbside ‘sump’ for the <br />SIPs. The goal of this sump is to ease cleaning debris that may wash into the SIP during a substantial <br />rain storm. The plans will provide sumps at city owned parcels in order to establish the efficiency of the <br />sump. If successful, the retrofit of these sumps could be recommended for residents on a complaint <br />driven basis. <br /> <br />Finally, in reviewing the project, staff is recommending that this project be split over two construction <br />seasons (2016 and 2017). Initially, Area I was planned as a 3.3 mile project; however, with the <br />appropriate addition of Quincy between Hillview and County Road I, this project is now 3.6 miles of street <br />reconstruction. As a result, Area I is now the third longest project of the Program. Additionally, the work <br />being performed by the Metropolitan Council’s North Area Interceptor Rehabilitation will impact work at <br />the Hillview and Quincy north intersection and is not anticipated to be complete until August 2016. <br />Ramsey County will also have their County Road I concrete rehabilitation project underway. That project <br />will be replacing the traffic signals at County Road I and Quincy Street. The proposed phasing would <br />have Phase 1 as all work west of Quincy Street and Phase 2 being Quincy Street and everything to the <br />east. Area I would be still be awarded as one construction contract to one contractor. <br /> <br />Recommendation: <br />Staff recommends that the City Council adopt the attached resolution approving bidding documents and <br />authorinzing advertisement for bids for the 2016 Street and Utility Improvement Project – Area I.
