<br /> Item No: 7C <br />Meeting Date: February 22, 2016 <br />Type of Business: CB <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Public Works Supervisor <br />Item Title/Subject: Resolution 8527, Approving the Purchase of a Replacement Engine to <br />include Installation for Unit #319 Toro Ground Master 4000 Mower. <br /> <br />Background/Discussion: <br />A responsibility of the Public Works Department includes overseeing the Park maintenance. The Parks <br />Department mows over 138 acres of turf weekly during the spring, summer and fall seasons. The Department <br />uses several different mowers to perform the necessary work. Currently in use are two Toro Ground Master <br />4000 mowers purchased new in 2015 and a Jacobsen Turfcat. With the purchase of the two Toro Ground <br />Mater 4000 mowers, Public Works Staff has been able to eliminate a full day of mowing. <br /> <br />In 2015 the operator was mowing an infiltration basin with a slight incline. The ground was wet due to some <br />early morning rain showers. As the operator maneuvered around a utility pole the mower started to tip over. <br />The operator tried to keep the unit from tipping all the way over by raising one of the wing mowers. However <br />this gave more momentum for the unit to roll gently on its side. While on its side the engine continued to run, <br />the operator quickly turned the unit off. The unit was brought to the dealer for inspections and repairs. The <br />dealer indicated that the engine was ruined and would need to be replaced or rebuilt, as diesel engines are not <br />designed to operate in the horizontal position. <br /> <br />Staff received a quote for a replacement engine, including installation, from MTI Distributors in the amount of <br />$10,979.11, which includes any sales tax or delivery charges. Staff worked with Mark Beer, Finance Director <br />regarding the funds for the replacement and installation of the new engine. Funding will be taken from account <br />460-4360-7030 (Vehicle and Equipment Fund), with a 2016 budget of $10,000 for a new engine as well as <br />$8,000 for a utility cart, the remaining funding balance will be taken from account 100-4365-5130 (Repairs <br />Equipment). (The utility cart that was budgeted to be purchased in 2016 will be delayed until 2017.) <br /> <br />Recommendation: <br />Staff is recommending the purchase of the new engine to include installation from MTI Distributing, Inc., of <br />Brooklyn Center, MN, a vendor on the MN Cooperative Purchasing Venture program, in the amount of <br />$10,979.11, which includes any sales tax or delivery charges. Funds will be utilized from account 100-4260- <br />7030 and 100-4365-5130.
