To Waive the Second Reading and Adopt 2 <br />Ordinance 910, an Ordinance Approving a Cable Franchise Agreement with CenturyLink, 3 <br />supporting the Findings of Fact and authorizing staff to publish the Ordinance summary 4 <br /> 5 <br />Mayor Flaherty supported additional competition coming into the cable market. 6 <br /> 7 <br />ROLL CALL: Gunn/Hull/Meehlhause/Mueller/ Flaherty. 8 <br /> 9 <br /> Ayes – 5 Nays – 0 Motion carried. 10 <br /> 11 <br />B. 7:00 p.m. Public Hearing: Resolution 8467, Amending and Restating 12 <br />Resolution 4532, an Enabling Resolution Establishing the Mounds View 13 <br />Economic Development Authority under Minnesota Statues, Section 469.090 14 <br />through 469.108. 15 <br /> 16 <br />City Administrator Ericson requested the Council adopt a Resolution that would allow the EDA 17 <br />to levy additional dollars. He understood the EDA was interested in finding ways to levy 18 <br />additional dollars. He discussed the options available to the City and explained that after 19 <br />speaking with the City Attorney regarding this matter, the enabling language would need to be 20 <br />amended. He recommended the Council amend and restate the enabling Resolution in order to 21 <br />allow the City to adopt an EDA levy in the future. 22 <br /> 23 <br />Mayor Flaherty opened the public hearing at 7:43 p.m. 24 <br /> 25 <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:43 p.m. 26 <br /> 27 <br />City Attorney Riggs advised that there were a number of EDA’s that were set up without HRA 28 <br />powers. He reported that the proposed Resolution would correct this situation for the City of 29 <br />Mounds View. 30 <br /> 31 <br />MOTION/SECOND: Gunn/Meehlhause. First Reading of Ordinance 911, an Ordinance to Consider Revising Section 39 <br />502.12, subd. 2 of the Liquor Code Relating to Sunday Sales. 40 <br /> 41 <br />Assistant City Administrator Crane discussed the current requirements within the liquor code 42 <br />relating to Sunday sales. She requested the Council introduce an Ordinance that would raise 43 <br />Section 502 of the City’s Code and would coincide with State Statute, allowing businesses that 44 <br />hold a Sunday liquor license to be open from 8:00 a.m. to 2:00 a.m. on Sundays.
