Mounds View City Council November 23, 2015 <br />Regular Meeting Page 6 <br /> <br /> 1 <br />Council Member Meehlhause believed that residents would respond in the same manner to both 2 <br />Questions 6 and 7. 3 <br /> 4 <br />MOTION/SECOND: Gunn/Hull. To Waive the Reading and Adopt Resolution 8480, 5 <br />Authorizing the Morris Leatherman Company to Conduct a Telephone Survey of 400 Randomly 6 <br />Selected Mounds View Residents Relating to Organized Collection and Approving Survey 7 <br />Instrument. 8 <br /> 9 <br />Mayor Flaherty supported the survey being conducted. He was looking forward to reviewing the 10 <br />results once the survey was complete and believed the data would greatly benefit the City 11 <br />Council. 12 <br /> 13 <br /> Ayes – 5 Nays – 0 Motion carried. 14 <br /> 15 <br />F. Resolution 8481, Authorizing the Purchase of a V-Panel Aluminum 16 <br />Shoring/Trench Box. 17 <br /> 18 <br />Public Works Director Erickson requested the Council authorize the purchase of V-panel 19 <br />aluminum shorting/trench box. He reported this item was within the 2015 budget. He discussed 20 <br />how the trench box would be used by the City to assist with fixing water main breaks. 21 <br /> 22 <br />Council Member Meehlhause asked if this piece of equipment was an OSHA requirement. 23 <br />Public Works Director Erickson stated that this was the case unless the public works staff were to 24 <br />open up holes so wide as to not have it collapse. 25 <br /> 26 <br />MOTION/SECOND: Mueller/Meehlhause. To Waive the Reading and Adopt Resolution 8481, 27 <br />Authorizing the Purchase of a V-Panel Aluminum Shoring/Trench Box. 28 <br /> 29 <br /> Ayes – 5 Nays – 0 Motion carried. 30 <br /> 31 <br />H. Resolution 8483, Approving Non-Standard Street Design and Parking 32 <br />Restrictions for Area I of the Street and Utility Improvement Program. 33 <br /> 34 <br />Public Works Director Erickson reviewed the proposed non-standard street design and parking 35 <br />restrictions for Area I of the Street and Utility Improvement Program. He discussed the 36 <br />definition of non-standard street criteria in detail with the Council. Staff provided an overview 37 <br />of the six sections of non-standard street and reported the Streets and Utility Committee 38 <br />recommended approval of the plan as presented. 39 <br /> 40 <br />Council Member Mueller asked if the 5.5-foot wide aisle along Jackson Drive would be a 41 <br />designated bike lane. Public Works Director Erickson stated this area would be marked “No 42 <br />Parking” and could be used for bicycles but would not be a designated bike lane. 43 <br /> 44 <br />Council Member Mueller questioned how the infiltration basins would be impacted on Jackson 45
