Assistant City Administrator Crane indicated approval from the Council 5 <br />would allow Ms. Smith to have up to four hives on her property. She noted at this time, Ms. 6 <br />Smith was requesting to have only one hive. 7 <br /> 8 <br />Mayor Flaherty thanked Ms. Smith for assisting the City in drafting a beekeeping Ordinance. He 9 <br />questioned how bees made it through the winter in Minnesota. Ms. Smith described how bees 10 <br />hibernated and protected their queen through the winter months. 11 <br /> 12 <br />MOTION/SECOND: Mueller/Gunn. To Waive the Reading and Adopt Resolution 8499, a 13 <br />Resolution to Consider a Honeybee Keeping License for Kathleen Smith, 7405 Spring Lake 14 <br />Road. 15 <br /> 16 <br /> Ayes – 5 Nays – 0 Motion carried. 17 <br /> 18 <br />B. 7:00 p.m. Public Hearing: First Reading and Introduction of Ordinance 912, 19 <br />an Ordinance Approving the Rezoning of 2408 County Road I from B1, 20 <br />Neighborhood Business, to B2, Limited Business. 21 <br /> 22 <br />City Administrator Ericson stated Julio Punjani, the property owner at 2408 County Road I, has 23 <br />requested a rezoning of the site from B1, Neighborhood Business to B2, Limited Business. He 24 <br />explained this property has operated as a neighborhood convenience store since 1973. He 25 <br />discussed the history of the property and commented the site has been vacant since mid-2015. 26 <br />He reviewed the Comprehensive Plan with regard to this property and noted the proposed 27 <br />rezoning would be consistent. It was noted the applicant has proposed using the site as a liquor 28 <br />store. Staff recommended the Council hold a public hearing, take public comment and introduce 29 <br />Ordinance 912. 30 <br /> 31 <br />Mayor Flaherty opened the public hearing at 7:17 p.m. 32 <br /> 33 <br />Mike Winkel, 7701 Bona Road, supported the B2 rezoning but did not believe a liquor store was 34 <br />a proper fit for this corner given the fact there were three liquor stores within one mile of this 35 <br />location. 36 <br /> 37 <br />Dave Farrell, 7700 Bona Road, agreed another liquor store was not needed at this location. He 38 <br />feared how traffic would increase in and around his neighborhood if a liquor store were to open 39 <br />on this corner. 40 <br /> 41 <br />Leah Hager, 2387 County Road I, did not recommend a liquor store be located at this location. 42 <br />She feared how much trash and loitering would be generated by the patrons visiting this site. 43 <br /> 44 <br />Hearing no further public input, Mayor Flaherty closed the public hearing at 7:19 p.m. 45
