Mounds View City Council January 11, 2016 <br />Regular Meeting Page 3 <br /> <br /> 1 <br />Council Member Gunn asked if staff had conducted the analysis and distance requirements in 2 <br />order for the site to be considered a liquor store. City Administrator Ericson stated staff has not 3 <br />completed this analysis. He reported the site could not be a liquor store until the applicant 4 <br />received a liquor license from the City. He provided comment on the other B2 zoning uses that 5 <br />could operate at this location. 6 <br /> 7 <br />Council Member Gunn further discussed the numerous uses that could be brought to this site and 8 <br />supported the property being updated. 9 <br /> 10 <br />Council Member Mueller thanked staff for providing the Council with clear definitions of both 11 <br />the B1 and B2 zoning districts. She too feared that another liquor store may not be the proper fit 12 <br />for the site. However, she did support the corner being redeveloped and noted a liquor store was 13 <br />not the only use allowed within the B2 zoning district. 14 <br /> 15 <br />Council Member Hull questioned if a liquor store would bring about a greater depreciation on the 16 <br />neighborhood than the previous convenience store had, due to trash, noise and increased traffic. 17 <br />City Administrator Ericson stated this may be a possibility but noted this would be difficult to 18 <br />quantify given the fact the site already had trash concerns. 19 <br /> 20 <br />Mayor Flaherty commented the request before the Council was to rezone the property from B1 to 21 <br />B2 and not to approve a liquor store. City Attorney Riggs advised this was the case. 22 <br /> 23 <br />Council Member Meehlhause indicated he had his doubts that another liquor store would thrive 24 <br />in the community. However, this would not keep him from supporting the zoning change as a 25 <br />chance from B1 to B2 would offer the applicant more options for the site. 26 <br /> 27 <br />A member of the audience suggested the City place public garbage cans at the corner of County 28 <br />Road I to assist with the trash situation on this property. 29 <br /> 30 <br />MOTION/SECOND: Mueller/Meehlhause. To Waive the First Reading and Introduce 31 <br />Ordinance 912, an Ordinance Approving the Rezoning of 2408 County Road I from B1, 32 <br />Neighborhood Business, to B2, Limited Business. 33 <br /> 34 <br /> Ayes – 4 Nays – 1 (Hull) Motion carried. 35 <br /> 36 <br />C. Resolution 8500, Appointing City Council Members and City Staff as 37 <br />Representatives for City Commissions and Other Organizations. 38 <br /> 39 <br />Assistant City Administrator Crane requested the Council appoint City Council members and 40 <br />City staff as representatives for City Commissions and other organizations. She reviewed the 41 <br />appointments made in 2015 and requested direction from the Council for the 2016 appointments. 42 <br /> 43 <br />Council Member Mueller and City Administrator Ericson were appointed to the Ramsey County 44 <br />League of Local Government. 45
