Mounds View City Council January 11, 2016 <br />Regular Meeting Page 7 <br /> <br />Council Member Mueller reported on January 22-23, 2016 the League of Minnesota Cities would 1 <br />be holding their Experienced Officials Leadership Conference at the Earle Brown Center in 2 <br />Brooklyn Center and the theme is The Livable City. The keynote speaker was Peter Kageyama 3 <br /> 4 <br />Council Member Meehlhause explained the NYFS Executive Committee would be meeting on 5 <br />Friday, January 15, 2016. 6 <br /> 7 <br />Council Member Meehlhause indicated the Festival in the Park Committee would be meeting on 8 <br />Tuesday, January 19, 2016 at 7:00 p.m. Steve Markuson would be in attendance to assist with 9 <br />brainstorming ideas to further promote the festival. 10 <br /> 11 <br />Council Member Meehlhause noted CenturyLink would be providing a quarterly update on their 12 <br />implementation plan on Wednesday, January 20, 2016 at the CTV offices. 13 <br /> 14 <br />Mayor Flaherty stated he met with Five Cities Mayors today with City Administrator Ericson. 15 <br />He discussed the proposed redevelopment plans for Rosedale noting this would begin in the fall 16 <br />of 2016. He indicated the spine road for TCAAP would begin construction in 2017. 17 <br /> 18 <br /> B. Reports of Staff. 19 <br />1. Administrator Updates 20 <br /> 21 <br />City Administrator Ericson reported staff would have a City Planner candidate for the Council to 22 <br />consider at the next City Council meeting. He indicated the candidate has accepted the position 23 <br />conditionally. He stated the targeted start date was February 1st. 24 <br /> 25 <br />City Administrator Ericson explained the EDC would be meeting in Friday. The group would be 26 <br />discussing TIF and the City’s tax abatement policy. A recommendation would be made by the 27 <br />EDC and the EDA would then address these items at an upcoming meeting. 28 <br /> 29 <br />City Administrator Ericson discussed the proposed revenue share with the YMCA for 2015. He 30 <br />noted the City would be receiving $33,194. He stated the YMCA was looking into reinvesting a 31 <br />portion of these funds ($4,900), along with their own excess revenues into new equipment. 32 <br />Further information on this reinvestment would come before the Council at a future meeting. 33 <br /> 34 <br />The Council supported the reinvestment of these funds. 35 <br /> 36 <br />City Administrator Ericson discussed the results of the organized garbage collection survey. He 37 <br />explained the direction of the Council was to move forward with the process and for the City to 38 <br />consider organized collection. Staff was still uncertain as to the benefits and cost savings the 39 <br />City would see until further negotiations were completed. He asked if the Council wanted to 40 <br />hold a public hearing in order to put the garbage haulers on notice of the City’s intentions. 41 <br /> 42 <br />Council Member Gunn was not in favor of holding a public hearing until staff gathered 43 <br />additional information on the benefits of organized collection. 44 <br /> 45
