Item No. 07E <br />Meeting Date: March 14, 2016 <br />Type of Business: Council Business <br />City Administrator Review: ______ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Brian Erickson, P.E., Director of Public Works/City Engineer <br />Item Title/Subject: Resolution 8533, Approve the Public Works Facility Design <br />Services Request for Proposals and Authorize Advertisement <br /> <br />Introduction <br />At their February 22, 2016 meeting the City Council accepted the Public Works Facility Space <br />Needs Study and directed staff to prepare a request for proposal (RFP) for design services for <br />constructing a new Public Works Facility. In addition, as part of the RFP, staff has provided <br />verbiage directing the consultant to include sustainable and energy saving technology and <br />features in the new facility. <br /> <br />Discussion <br />Staff has completed the RFP for design services and is requesting City Council approval. The <br />RFP includes several tasks that the consultant will be required to complete during the design <br />process. At each stage, a milestone meeting will be held to insure that the staff is in agreement <br />with the progress of the consultant. Staff will provide updates to the Council throughout this <br />process. In addition to design work, the consultant is directed to prepare cost estimates on <br />construction based on an estimated bid date of early 2017. <br /> <br />The initiation of the project with the consultant includes a review of the space needs study to <br />insure that the consultant is familiar with what is desired by the City of Mounds View. Since the <br />study provides several options, staff will work with the consultant on the preferred option for <br />design based on available funding for construction. <br /> <br />A tentative schedule has been laid out in the RFP and is shown below: <br />• March 14, 2016 – City Council approves the Request for Proposals (RPF) for <br />Design Services. <br />• March 15, 201 – Staff forwards the RFP to selected consultants. <br />• April 15, 2016 – Consultants return RFP to the City. Staff reviews and will make <br />a recommendation for award. <br />• May 9, 2016 – City Council approves selected consultant for award. <br />• May 16, 2016 – Kick off meeting with consultant. <br />• November 2016 – Design complete. <br />• December 2016 – Advertisement for bids for construction. <br />• Early 2017 – Award construction contract <br />• Late 2017 – Construction complete <br /> <br />It is possible some of the sustainable features (i.e. solar panels) may be installed at a later date. <br />This will be coordinated with separate contractors and funding for those features will be
