Item No: 7A <br />Meeting Date: April 11, 2016 <br />Type of Business: Council Business <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report To: Honorable Mayor and City Council <br />From: Brian Erickson, Public Works Director <br />Item Title/Subject: First Reading and Introduction of Ordinance 914, an Ordinance <br />Amending Chapter 1303 of the Mounds View City Code Relating <br />to Construction Site and Land Disturbance Runoff Control <br /> <br />Background/Discussion: <br />The Municipal Separate Storm Sewer System (MS4) General Permit is mandated by federal <br />regulations under the Clean Water Act and is administered by the Minnesota Pollution <br />Control Agency (MPCA). The MS4 permitting program gives the City of Mounds View <br />approval to discharge stormwater into lakes, rivers, and wetlands in Minnesota. The primary <br />goal of the MS4 General Permit is to improve water quality by reducing pollutants in <br />stormwater discharges. The MS4 permit is not only a requirement, but also a tool that can <br />be used to improve the quality of stormwater being discharged. <br /> <br />The statewide MS4 General Permit was updated in August 2013 and as a result Mounds <br />View needs to update Chapter 1303 of the Municipal Code which addresses construction <br />sites as well as other land disturbance activities. The updates provided in Ordinance 914 <br />will bring the city into compliance with the current statewide General Permit. In general, <br />these changes refer to the current construction practices such as site dewatering, inspection <br />practices and solid waste and hazardous material control. There are two additional <br />definitions and some minor grammatical corrections and edits to the chapter as well. There <br />is no public hearing requirement per discussion with the City Attorney. <br /> <br />Recommendation: <br />Staff recommends amending Chapter 1303 as shown in Ordinance 914 (attached). <br /> <br />Respectfully submitted, <br /> <br /> <br />Brian Erickson – Public Works Director/City Engineer
