Item No: 7C <br />Meeting Date: April 11, 2016 <br />Type of Business: Council Business <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report To: Honorable Mayor and City Council <br />From: Brian Erickson, Public Works Director <br />Item Title/Subject: Resolution 8545, Approve MnDOT Maintenance Agreement for <br />Minor Maintenance <br /> <br />Background/Discussion: <br />Ramsey County has been working to reconstruct County Road H/I-35W bridge and at this <br />point has authorization from MnDOT to award the contract. As part of the design process, <br />Ramsey County was required to analyze the corridor between the exits north and south of <br />the County Road H exit. This analysis resulted in the need to reconstruct the sound wall <br />along a portion of the corridor. <br /> <br />With the reconstruction of the sound wall there will be a need for doing maintenance on the <br />west (or back) side of the wall. Under this agreement the City of Mounds View: <br />• Provides routine maintenance including graffiti removal, vegetation control and other <br />activities to keep the wall in safe, usable and aesthetically acceptable condition. <br />• Retains local permitting authority. <br />• Will not allow obstructions behind the noise wall, which would impede State <br />personnel access for major maintenance. <br />The State will perform any major maintenance including repair and reconstruction of the wall <br />as well as all maintenance along the I-35W side of the wall. <br /> <br />The anticipated effort required for maintenance is expected to be minimal and will be <br />performed on an as needed basis as there is no compensation provided by the State under <br />this agreement. <br /> <br />Recommendation: <br />Staff recommends that the Council approve the attached MnDOT Maintenance Agreement. <br /> <br />Respectfully submitted, <br /> <br /> <br />Brian Erickson – Public Works Director/City Engineer
