Mounds View City Council March 14, 2016
Regular Meeting Page 6

1
Council Member Mueller questioned what size of a building staff was requesting. Public Works 2
Director Erickson explained he was proposing a building size between Plan A and Plan B, which 3
would be a 13-year plan. 4
5
Council Member Mueller expressed concern with how the City would bond for this project 6
knowing that the size of the building was not increasing that much. She feared that the 15-year 7
plan was not the proper plan for the City. 8
9
Council Member Meehlhause supported the 15-year plan as proposed by staff. He did not 10
believe the Council would be able to clearly project its Public Works needs 30 years out. He 11
commented that if garage space had to be added on in the future, this would be relatively 12
inexpensive. He believed the first challenge for this building would be identifying where the 13
building will go and if the building placement would allow for expansion. He discussed his 14
previous experience with plant expansions with Deluxe Corporation. 15
16
Council Member Hull asked why the sustainability measures were not a part of the RFP. Public 17
Works Director Erickson reported the sustainability measures were a part of the RFP and 18
explained the building would be designed to hold solar panels. He noted there was a firm that 19
worked with Xcel Energy on building design to address greater energy efficiencies. 20
21
Mayor Flaherty reviewed the project scope within the RFP. He reviewed several grammatical 22
changes within the proposal language. He requested that the building plans account for future 23
expansion. 24
25
MOTION/SECOND: Meehlhause/Gunn.
