Mounds View City Council March 28, 2016 <br />Regular Meeting Page 6 <br /> <br />an amendment to Zoning Code 1120.03, Subd 3(b) to allow Mixed Use PUD’s to be a minimum 1 <br />of four (4) acres in project size. 2 <br /> 3 <br />Mayor Flaherty opened the public hearing at 7:48 p.m. 4 <br /> 5 <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:49 p.m. 6 <br /> 7 <br />MOTION/SECOND: Mueller/Gunn. To Waive the Second Reading and Adopt Ordinance 913, 8 <br />an Ordinance Amending Chapter 1120 of the Mounds View Zoning Code. 9 <br /> 10 <br />ROLL CALL: Gunn/Hull/Meehlhause/Mueller/ Flaherty. 11 <br /> 12 <br /> Ayes – 5 Nays – 0 Motion carried. 13 <br /> 14 <br />F. Resolution 8537, Awarding Construction Contract for the 2016 Street and 15 <br />Utility Improvement Project – Area I. 16 <br /> 17 <br />Public Works Director Erickson requested the Council award a construction contract for the 2016 18 <br />Street and Utility Improvement Project for Area I. He explained this project would cover the 19 <br />northeast portion of the City. He stated the City received six bids for this project and the low bid 20 <br />was received from Douglas Kurr Underground for $4,080,913.79. He indicated he spoke with 21 <br />several references and received satisfactory recommendations for this contractor. Staff 22 <br />recommended the Council award the contract. 23 <br /> 24 <br />Council Member Mueller questioned if expense covered Phase I and Phase II of the project. 25 <br />Public Works Director Erickson stated this was the case and it would be staff’s goal to complete 26 <br />the entire project in 2016. However, this would hinge on the work being completed by Met 27 <br />Council and the County. If these entities caused delays, the project would be completed in 2017. 28 <br /> 29 <br />Mike Warner, Bolton & Menk representative, provided comment on the positive bidding climate. 30 <br /> 31 <br />Council Member Mueller was pleased to see that the low bidder came in below the engineer’s 32 <br />estimate. 33 <br /> 34 <br />Mayor Flaherty asked when the City would have a solid estimate on expenses if the project were 35 <br />pushed into 2017. Public Works Director Erickson anticipated this information would not be 36 <br />known until September. 37 <br /> 38 <br />Mayor Flaherty was uncomfortable with leaving this matter hanging in the balance. He requested 39 <br />staff provide the Council with further information on the Bolton & Menk expenses. 40 <br /> 41 <br />Council Member Mueller expressed concern with the fact that the 2015 Street and Utility 42 <br />Improvement Project was still incomplete. She brought these concerns to City Administrator 43 <br />Ericson and inquired when the final punch list items would be completed.
