For this project the two alternates are: <br />1. Install lighting on existing trail from Edgewood Drive north to Long Lake Road. <br />2. Modify/remove existing trail crossings along Edgewood Drive to prevent possible driver <br />confusion due to two trail crossings in close proximity. <br /> <br />Based on available funding the base bid for trail construction can be completed, and the newly <br />constructed Segments 6 and 11 would have lighting. However, there is not sufficient funding to <br />complete alternate 1. Should Council desire to award alternate 1 funding would need to be <br />identified and it could possibly come from the Street Improvement fund. Including alternate 1 <br />would not require any additional contingency funding. <br /> <br />Alternate 2 is not recommended for award as the portion of trail to be removed is on private <br />property and would require coordination with the property owner. Staff will likely pursue this <br />change at a future date. <br /> <br />Funding for this project is a combination of funds from the Street Improvement fund and <br />Ramsey County cost share. This cost share will be combined with the cost share agreement for <br />the I-35W/CR H project that Ramsey County is managing. Under that project the City of <br />Mounds View will be paying for a portion of trail and other improvements constructed by the <br />County. Thus the county’s share of the trail project will be a ‘credit’ to the city for the amount <br />owed. The agreement will be brought forward to the Council for approval at a future date. <br /> <br />Recommendation: <br />Staff recommends that the City Council adopt the attached resolution approving a construction <br />contract with Northwest Asphalt, Inc. of Shakopee, MN in the amount of $475,846.48 for the <br />base bid. In addition staff recommends that the Council approve a 3% contingency in the <br />amount of $14,000.00. This results in a total of $489,846.48 for the construction of the project. <br />Street Improvement (Fund 485)627,000.00$ <br />Ramsey Co.
