These are items that may or may not be included at the time of contract award and allow for the possibility of additional amenities as funding permits. For this project the two alternates are: 1. Install lighting on existing trail from Edgewood Drive north to Long Lake Road. 2. Modify/remove existing trail crossings along Edgewood Drive to prevent possible driver confusion due to two trail crossings in close proximity. Based on available funding the base bid for trail construction can be completed, and the newly constructed Segments 6 and 11 would have lighting. However, there is not sufficient funding to complete alternate 1. Should Council desire to award alternate 1 funding would need to be identified and it could possibly come from the Street Improvement fund. Including alternate 1 would not require any additional contingency funding. Alternate 2 is not recommended for award as the portion of trail to be removed is on private property and would require coordination with the property owner. Staff will likely pursue this change at a future date. Funding for this project is a combination of funds from the Street Improvement fund and Ramsey County cost share. This cost share will be combined with the cost share agreement for the I-35W/CR H project that Ramsey County is managing. Under that project the City of Mounds View will be paying for a portion of trail and other improvements constructed by the County. Thus the county’s share of the trail project will be a ‘credit’ to the city for the amount owed. The agreement will be brought forward to the Council for approval at a future date. Recommendation: Staff recommends that the City Council adopt the attached resolution approving a construction contract with Northwest Asphalt, Inc. of Shakopee, MN in the amount of $475,846.48 for the base bid. In addition staff recommends that the Council approve a 3% contingency in the amount of $14,000.00. This results in a total of $489,846.48 for the construction of the project.
