She was 3 <br />pleased that the engineering design fees could be reduced to 8%. 4 <br /> 5 <br />Council Member Meehlhause thanked Ms. Jaschke for attending the meeting and addressing the 6 <br />Council’s questions regarding the County Road I Concrete Rehabilitation Project. 7 <br /> 8 <br /> Ayes – 5 Nays – 0 Motion carried. 9 <br /> 10 <br />A. First Reading and Introduction of Ordinance 914, an Ordinance Amending 11 <br />Chapter 1303 of the Mounds View Code Relating to Construction Site and 12 <br />Land Disturbance Runoff Control. 13 <br /> 14 <br />Public Works Director Erickson stated Council recently discussed this matter at a worksession 15 <br />meeting. He recommended the Council amend its Ordinance relating to construction site and 16 <br />land disturbance runoff control in order to be aligned with MPCA requirements. 17 <br /> 18 <br />MOTION/SECOND: Mueller/Hull. To Waive the First Reading and Introduce Ordinance 914, 19 <br />an Ordinance Amending Chapter 1303 of the Mounds View Code Relating to Construction Site 20 <br />and Land Disturbance Runoff Control. 21 <br /> 22 <br /> Ayes – 5 Nays – 0 Motion carried. 23 <br /> 24 <br />C. Resolution 8545, Approve MnDOT Maintenance Agreement for Minor 25 <br />Maintenance. 26 <br /> 27 <br />Public Works Director Erickson requested the Council approve an agreement with MnDOT for 28 <br />minor maintenance, which was needed on the sound wall along I-35W. He explained the process 29 <br />that had been followed to reconstruct the County Road H bridge and indicated a sound study had 30 <br />been completed. He provided further comment on the work that would be completed on the 31 <br />noise wall. 32 <br /> 33 <br />Council Member Mueller encouraged MnDOT to investigate the noise and air quality around the 34 <br />County Road J exit on I-35W. Public Works Director Erickson understood that MnDOT would 35 <br />be investigating the noise one exit before and after the County Road H bridge for noise concerns. 36 <br />City Administrator Ericson reported the MnDOT Managed Lane Project for I-35W would be 37 <br />addressing noise issues along this corridor. 38 <br /> 39 <br />Council Member Meehlhause recommended staff follow up with the County on the indemnity 40 <br />clause. Public Works Director Erickson stated he would be speaking with the County on this 41 <br />matter. 42 <br /> 43 <br />Mayor Flaherty questioned why the contract had no expiration date. City Administrator Ericson 44 <br />commented the intent was to show the noise wall would not be going away. 45
