Resolution 8551, Approving a One-Year Moratorium on the Issuance of Any 1 <br />New Off-Sale Intoxicating Liquor Licenses in the City of Mounds View. 2 <br /> 3 <br />City Administrator Ericson explained this item was before the Council per the Council’s request. 4 <br />He indicated there was some concern regarding the City’s process for approval of liquor licenses 5 <br />and the Council wanted to further consider this process. He reported the proposed moratorium 6 <br />would allow for any further liquor licenses to be put on hold until the Council could review the 7 <br />licensing and zoning requirements. It was noted the City currently had four off-sale liquor 8 <br />licenses. He indicated all current license holders would not be impacted by the proposed 9 <br />moratorium. Staff recommended the Council approve the one-year moratorium of any new off-10 <br />sale intoxicating liquor licenses in the City of Mounds View. 11 <br /> 12 <br />Council Member Mueller reported the proposed moratorium only impacted new off-sale liquor 13 <br />licenses. 14 <br /> 15 <br />Mayor Flaherty anticipated the City would be receiving a liquor license request in the near future 16 <br />given the discussion held earlier this evening. He hoped the Council would consider this request 17 <br />even if the moratorium was in place. 18 <br /> 19 <br />Council Member Mueller reviewed the purpose of the study that would be completed regarding 20 <br />off-sale intoxicating liquor licenses in the City of Mounds View. She did not anticipate the study 21 <br />would take a full year, but perhaps six or nine months may be appropriate. She believed the 22 <br />study would provide the Council with valuable information that should be considered prior to the 23 <br />Council approving any further off-sale intoxicating liquor licenses. 24 <br /> 25 <br />Mayor Flaherty explained this issue only came to light after an off-sale liquor license request was 26 <br />made. For this reason, he wanted the Council to consider this request. He believed it would be 27 <br />unfair to fall back on the moratorium. 28 <br /> 29 <br />Finance Director Beer asked if the Council could consider a liquor license request once the 30 <br />moratorium was in place. City Administrator Ericson believed this would be determined by how 31 <br />the moratorium was framed and if the Council considered the current liquor license request to be 32 <br />pending application. He explained that once the moratorium was approved by the Council, the 33 <br />City would be precluded from considering or approving any new off-sale intoxicating liquor 34 <br />licenses until such time the moratorium was removed. 35 <br /> 36 <br />Council Member Hull did not believe the City needed another liquor store. He believed two of 37 <br />the existing stores were hurting and questioned how a fourth liquor store would be supported by 38 <br />the community. It was his opinion that if the pending request was going to be considered by the 39 <br />Council that the moratorium be waived. 40 <br /> 41 <br />Council Member Mueller supported the moratorium moving forward as it would provide the 42 <br />Council with valuable information on the liquor licensing process. She suggested the 43 <br />moratorium be made effective May 15th through November 15th as this would allow the pending 44 <br />request to be considered. 45
