Mounds View City Council April 25, 2016 <br />Regular Meeting Page 11 <br /> <br /> 1 <br />Council Member Gunn indicated she attended the Wizard of Oz production at Pinewood 2 <br />Elementary School. 3 <br /> 4 <br />Council Member Gunn reported the robotics team would be leaving for St. Louis on Wednesday, 5 <br />April 27th for the National Championship. 6 <br /> 7 <br />Council Member Gunn stated after 41 years of service to the Mounds View Public Schools, 8 <br />School District Superintendent Dan Hooverman would be retiring. She explained an Open 9 <br />House would be held on Tuesday, May 24th from 3:30 to 6:30 p.m. at Chippewa Middle School 10 <br />for Superintendent Hooverman. She wished Mr. Hooverman well in his retirement and thanked 11 <br />him for a job well done. 12 <br /> 13 <br />Council Member Mueller thanked Mr. Hooverman for his 41 years of service to the Mounds 14 <br />View School District. She also thanked Fire Chief Zikmund for his 35 years of service to the 15 <br />community on the SBM Fire Department. 16 <br /> 17 <br />Council Member Mueller thanked Police Chief Kinney for his 31 years of service to the Mounds 18 <br />View Police Department. She noted there would be a coffee and cake reception at City Hall for 19 <br />Police Chief Kinney on Friday, April 29th from 1:00 p.m. to 2:30 p.m. 20 <br /> 21 <br />Council Member Mueller indicated Festival in the Park had a garden plant sale this spring. She 22 <br />explained plants would be available for pick up on Friday, May 6th from 4:00 to 6:00 p.m. at the 23 <br />Public Works Building. It was noted the next Festival in the Park Committee meeting would be 24 <br />held on Tuesday, May 17th at 7:00 p.m. at City Hall. 25 <br /> 26 <br />Council Member Mueller reported the next League of Minnesota Cities Board meeting would be 27 <br />held on Thursday, May 19th and the Finance Committee would be meeting on Wednesday, May 28 <br />25th. She anticipated the LMCIT would be raising their rates 2.5% to 3% in 2017. 29 <br /> 30 <br />Council Member Mueller provided comment on several legislative issues that were being 31 <br />discussed by the House that impacted Mounds View residents. She indicated Minnesota had a 32 <br />limited amount of time to become compliant with the Real ID. She stated no progress had been 33 <br />made on the transportation bill. She anticipated police body camera legislation would be 34 <br />approved in this session after the data practice regulations were set. She noted no discussions 35 <br />have been held regarding stormwater or fresh water infrastructure. 36 <br /> 37 <br />Council Member Mueller commented small wireless towers were being pushed and further 38 <br />decisions would have to be made regarding this topic. She hoped that the language regarding the 39 <br />sales tax exemption for cities and JPA’s would be cleaned up this session. She anticipated LGA 40 <br />reformation would continue, along with TIF law. She stated there was a movement to remove 41 <br />the cabin classification on property taxes to increase funding for schools. She indicated cities 42 <br />would have to review their permitting process and code requirements to consider allowing tiny 43 <br />houses within the community. 44 <br /> 45
