Mounds View City Council May 9, 2016 <br />Regular Meeting Page 2 <br /> <br />Mayor Flaherty read a proclamation in full declaring May 15 through May 21 to be National 1 <br />Police Week in the City of Mounds View. He thanked the members of the Mounds View Police 2 <br />Department for their dedicated service to the community. 3 <br /> 4 <br />7. COUNCIL BUSINESS 5 <br />A. 7:00 p.m. Public Hearing: Resolution 8567, a Resolution to Consider a 6 <br />Honeybee Keeping License for Resident Jens Loder located at 7375 Pleasant 7 <br />View Drive. 8 <br /> 9 <br />Assistant City Administrator Crane requested the Council consider approving a honeybee 10 <br />keeping license for Jens Loder at 7375 Pleasant View Drive. She explained Mr. Loder has 11 <br />submitted a license and all necessary fees. It was noted Mr. Loder would like to have two hives 12 <br />on his property and has not attended any official beekeeping training. However, he was trained 13 <br />by his father, who is a master beekeeper. 14 <br /> 15 <br />Mayor Flaherty opened the public hearing at 7:12 p.m. 16 <br /> 17 <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:12 p.m. 18 <br /> 19 <br />Council Member Mueller admired and respected Mr. Loder’s beekeeping abilities. She 20 <br />questioned what plant varieties she could plant that would attract more bees. Jens Loder, 7375 21 <br />Pleasant View Drive, stated he was not certain of plant varieties, but knew bees were attracted to 22 <br />Linden trees. 23 <br /> 24 <br />Council Member Mueller asked if Mr. Loder had a source of fresh water for the bees. Mr. Loder 25 <br />reported he had a three gallon chicken feeder that was available for the bees. 26 <br /> 27 <br />Council Member Meehlhause requested further information on Mr. Loder’s background with 28 <br />bees. Mr. Loder stated he started working with bees with his father when he was 14. 29 <br /> 30 <br />MOTION/SECOND: Mueller/Meehlhause. To Waive the Reading and Adopt Resolution 8567, 31 <br />a Resolution to Consider a Honeybee Keeping License for Resident Jens Loder located at 7375 32 <br />Pleasant View Drive. 33 <br /> 34 <br /> Ayes – 5 Nays – 0 Motion carried. 35 <br /> 36 <br />B. 7:00 p.m. Public Hearings: On-Sale Intoxicating Liquor License Renewals 37 <br />1. Resolution 8568, a Resolution to Consider an On-Sale Intoxicating 38 <br />Liquor License Renewal for Moe’s, located at 2400 County Road 10. 39 <br /> 40 <br />Assistant City Administrator Crane stated all liquor licenses expire on June 30, 2016. She 41 <br />reported Moe’s liquor license was up for renewal and staff had not received the application or 42 <br />fees to date. She reported she sent a letter to the business owner after speaking with him on May 43 <br />4th. The business owner understood he was late in getting his materials to the City. She 44 <br />indicated Moe’s would be subject to a 20% increase in license fees due because the materials 45
