Mounds View City Council May 23, 2016 <br />Regular Meeting Page 3 <br /> <br />Mayor Flaherty inquired if Mr. Chopra would be making any improvements to the façade of the 1 <br />building. Mr. Chopra indicated he would be adding a sign to the exterior of the building. He 2 <br />believed the building was in good condition and met all City requirements. 3 <br /> 4 <br />Mayor Flaherty asked if the whole building would be used for a liquor store. Mr. Chopra 5 <br />commented only the SNAP Market side of the building would be used as a liquor store. 6 <br /> 7 <br />Mayor Flaherty questioned if the coolers on site had been inspected. Mr. Chopra reported the 8 <br />existing coolers had been inspected and were operational. He noted he would be bringing in 9 <br />additional coolers. 10 <br /> 11 <br />Mayor Flaherty inquired if Mr. Chopra would be carding all patrons and asked if he would be 12 <br />providing training for his employees. Mr. Chopra stated this was State law. He indicated his 13 <br />business would have a card reader system to ensure no sales to minors occurred. 14 <br /> 15 <br />Mayor Flaherty asked how Mr. Chopra would deal with the surrounding neighbors. Mr. Chopra 16 <br />did not believe the liquor store would be bad for the neighborhood. He explained no illegal items 17 <br />would be sold from the property and noted the store would be closed by 10:00 p.m. each night. 18 <br />He stated he has owned his liquor store in Brooklyn Park for the past eight years. 19 <br /> 20 <br />Council Member Mueller questioned how Mr. Chopra would manage the trash and recycling on 21 <br />the property. Mr. Chopra reported deliveries would only occur two or three times per week. He 22 <br />anticipated all material would fit into the trash receptacle behind the building and would be 23 <br />removed weekly. 24 <br /> 25 <br />Council Member Mueller inquired if there was a fence at the rear property line to screen the 26 <br />business use from the adjacent residential neighborhood. Mr. Punjani, the property owner, 27 <br />discussed the location of the garbage receptacles and noted it was completely fenced. 28 <br /> 29 <br />Council Member Mueller asked when deliveries would be made. Mr. Chopra stated deliveries at 30 <br />his Brooklyn Park location were made between 10:00 a.m. to 1:00 p.m. 31 <br /> 32 <br />Council Member Mueller commented she did not want to see loitering in front of this building 33 <br />and questioned how Mr. Chopra would address this concern. Mr. Chopra explained his property 34 <br />would have cameras at the front of the building to assist with addressing this issue. 35 <br /> 36 <br />Council Member Meehlhause inquired why Mounds View was being considered for another 37 <br />liquor store versus a larger community. Mr. Chopra understood Mounds View already had three 38 <br />liquor stores, but believed this was a good market and location. 39 <br /> 40 <br />Mayor Flaherty explained the Council had made requests of the applicant in order for his request 41 <br />to be considered. He stated there was nothing in the City’s zoning law that would prevent a 42 <br />liquor store from being located on this property. He discussed the history of this site and stated 43 <br />he wanted to see this vacant property put to use.
