Item No: 7K <br /> Meeting Date: June 13, 2016 <br />Type of Business: Council Business <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Public Works Supervisor <br />Item Title/Subject: Resolution 8599 Authorizing AE2S Inc. (Advanced <br />Engineering and Environmental Services, Inc.) to perform a <br />water production assessment and prepare a management <br />program for the water infrastructure <br /> <br />Background/Discussion: <br />The Public Works Department has many responsibilities including efficiently operating the water <br />distribution system. The system includes (6) wells, an elevated water tower, a ground reservoir, <br />a booster station and (3) water treatment plants. <br /> <br />The water treatment systems have been in operation for over 25 years with no major upgrades <br />or repairs to the system. Routine maintenance has been performed on the well motors and <br />pumps and the operating systems and controls have had only minor repairs. Public Works has <br />discovered that many of the components are obsolete and no longer are available to make <br />repairs. <br /> <br />There hasn’t been a comprehensive water production management plan completed for the <br />City’s water infrastructure. City Staff is capable to perform some general level of evaluation and <br />remedial action, but do not possess the level of expertise or training to do an extensive <br />evaluation. <br /> <br />City Staff contacted several consulting engineering services that specialize in water production. <br />A scope of work was developed in order to inspect and evaluate the water systems. This <br />program will evaluate, find deficiencies and service life for the water production systems. A <br />written report will be completed that will summarize the findings. This report will provide <br />direction to the immediate and future needs of the water production systems, as well as provide <br />costs to be used in the CIP budgets. <br /> <br />The City received two proposals by qualified consultants for the water production assessment <br />for fee amounts of $9,950.00 and $19,260.00. The lowest proposal was received by AE2S Inc. <br /> <br />The 2016 budget in the Water Department account of 700-4823-3030 contains $11,000.00 for <br />Production assessment. <br /> <br />Recommendation: <br />Staff recommends the City Council approve AE2S Inc. to prepare the water needs assessment <br />and prepare a water facility management program. The total fee proposal is $9,950.00 however <br />this fee does not cover any non-destructive testing that may be required for some components <br />of the water system evaluation. A 10% contingency fee of $995.00 is recommended to be added <br />to this amount for any additional testing required to complete the study for a budgeted total <br />amount not to exceed $10,945.00 from 700-4823-3030. <br /> <br /> <br />Respectfully submitted, <br /> <br />Don Peterson, Public Works Supervisor
